Impact Of Undertaking Industrial Transfer Demonstration Zone On High-quality Development Of Local Economy

Since the reform and opening up,while China’s economy has maintained rapid growth,problems such as the low end of the industrial value chain and the deterioration of the ecological environment have become increasingly prominent.The change of the economic development model is imminent.The Party Central Committee attaches great importance to the transformation of China’s economic development model and actively guides the high-quality development of China’s economy.Undertaking industrial transfer is an important driving force for the economic development of the central and western regions.On the one hand,undertaking industrial transfer may promote the optimization and upgrading of the local industrial structure and promote the sustainable growth of the local economy.On the other hand,it may also lead to the low-end locking of the local industrial structure and the deterioration of the ecological environment,which is not conducive to the long-term development of the local economy.In order to explore a new model of industrial transfer and guide the central and western regions to promote the high-quality development of local economy by undertaking industrial transfer,China has established a national demonstration area for undertaking industrial transfer(hereinafter referred to as the demonstration area).Whether the establishment of the demonstration area has promoted the high-quality development of local economy and what mechanism has promoted the high-quality development of local economy.The scientific answer provides a reference for the demonstration area to promote the high-quality development of local economy.Based on the above background,this paper takes the demonstration area of undertaking industrial transfer in Wanjiang urban belt as an example,analyzes the theoretical mechanism of the demonstration area affecting the high-quality development of local economy,and empirically tests the impact effect of the demonstration area on the high-quality development of local economy.Firstly,combined with the economic growth and five development concepts,this paper constructs the measurement index system of high-quality economic development of prefecture level cities,and uses the entropy weight method to measure the changes of high-quality economic development level of all prefecture level cities in Anhui Province from 2007 to 2018;Then,the demonstration area of undertaking industrial transfer in Wanjiang urban belt is regarded as a quasi natural experiment.Using the panel data of 16 prefecture level cities in Anhui Province from 2007 to 2018,a double difference model is constructed to study the impact of the establishment of the demonstration area of undertaking industrial transfer on the high-quality economic development of Wanjiang urban belt.The main conclusions of this paper are as follows:(1)the establishment of the demonstration area has significantly promoted the high-quality economic development of Wanjiang urban belt.This conclusion has passed the robustness test of replacing the measurement method of high-quality economic development,placebo test and excluding other alternative hypotheses.(2)The role of the demonstration area in promoting the high-quality economic development of cities with high initial resource endowment is higher than that of cities with low initial resource endowment.(3)The mechanism analysis shows that the establishment of the demonstration zone optimizes the local industrial structure,improves the local innovation ability,and then promotes the high-quality development of the local economy;The impact on the local environment has both advantages and disadvantages,significantly reducing the emission of sulfur dioxide,increasing the emission of industrial wastewater and solid waste,and there is still room for improvement in environmental protection;In addition,the establishment of the demonstration area has changed the behavior of government expenditure.The local government has significantly increased the expenditure on environmental protection and science and technology,and slowed down the expenditure on education and social security.Based on the above conclusions,this paper puts forward the following suggestions: first,the demonstration zone should pay attention to improving the optimization and upgrading of local industrial structure;Second,the demonstration area should pay attention to improving the local innovation ability;Third,the demonstration area should improve environmental protection;Fourth,local government financial expenditure should be properly biased towards people’s livelihood expenditure;Fifth,appropriate policy preference should be given to areas with low initial resource endowment.
