Research On Green Development-Oriented High Quality Development Of Inner Mongolia Along The Yellow River Economic Belt

As an important ecological barrier and an important economic zone in China,the ecological protection and high quality development of the Yellow River Basin have become an important national strategy.We must grasp the dialectical relationship between ecological protection and high-quality development accurately,and unswervingly take the modernized road of ecological priority and green development.Inner Mongolia along the Yellow River Economic Belt is not only an important part of the Yellow River basin,but also the core area of Inner Mongolia’s economic and social development.With the large-scale development of coal resources and the rapid development of economy in this century,problems such as ecological environment destruction and the development of resource-based industries,heavy industries,front-end industries are becoming increasingly prominent.To promote the green development-oriented high-quality development of Inner Mongolia along the Yellow River Economic Belt,and blaze a new path of high-quality development that gives priority to ecology and leads to green development,is an important measure to implement the spirit of General Secretary Xi Jinping’s series of speeches and important instructions to Inner Mongolia,is an inevitable requirement to promote the adjustment of energy structure and realize the transformation of economic structure under the dual carbon target.Paper with new development concept,sustainable development theory as the theoretical basis,by reviewing the related literature at home and abroad,clarified the connotation of the green development-oriented highquality development,proposed the internal logic mechanism of the development of high quality,combined with the resource endowment and development characteristics of the Inner Mongolia along the Yellow River Economic Belt,established an evaluation index system of the green development-oriented high-quality development.On this basis,the paper made a comprehensive evaluation and analysis on the high quality development level of Inner Mongolia along the Yellow Economic Belt,and used the obstacle degree model to analyze the obstacles restricting to its high quality development.The paper results showed that: The high-quality development of Inner Mongolia along the Yellow Economic Belt emphasizes the promotion of high-quality development with ecological priority and green development as the guidance,is high-quality development with green development as the core,is the coupling development of green innovative development,green coordinated development,green open development and green shared development.The green development-oriented high-quality development of Inner Mongolia along the Yellow Economic Belt is in a stage of steady improvement,but the development level is not high,the main problem is that: green innovation reserve capacity is insufficient,and is lacking of innovation capital investment and long-term mechanism to promote the development of green innovation.The level of green coordinated development under the considerable downward pressure,there are gaps in regional development,the carrying capacity of resources and the environment is low,and there are problems in the industrial structure.The green open development started relatively late,the absorption of investment and financing is insufficient,and the linkage of regional development needs to be improved.The level of green shared development has changed considerably,and the development capacity remains low,resources are being consumed too fast,and green shared development and services are lagging behind.To realize the high-quality development of Inner Mongolia along the Yellow Economic Belt,we should take green innovation development as the driving force and give full play to the supporting role of scientific and technological innovation;we should promote the coordinated development of economy and ecology by means of green coordinated development;we should take green and open development as strategy and break the boundaries of regional development;we should build a community with a shared future for Mankind with green and shared development as our goal.
