Study On The Change Of Land Requisition Compensation Standard And Its Spatial And Temporal Coupling With Regional Economy

With the rapid development of China’s economy and the acceleration of urbanization,land expropriation has become a hot topic of debate among all parties.The problems of land expropriation,such as imperfect land expropriation system,low compensation standard and unclear definition of public interests,affect the stable development of social economy.Hohhot has carried out four rounds of updating of compensation standard for land expropriation.After each round of updating,whether the compensation standard for land expropriation is compatible with regional economic development and whether the regional development is balanced has not been studied in detail.Under the background of the "14th Five-year Plan" and the implementation of the new Land Management Law,this paper takes Hohhot as the research area,uses the area weighting method to put the compensation standard of land expropriation in each banner county under the same system,and analyzes the changes of time,space structure and spatio-temporal influencing factors.Using Arc GIS,SPSS and other software,and using grey correlation degree method,the coupling relationship between the change of land expropriation compensation standard and regional economy is studied.The research results provide a new thinking direction for the re-calculation of land compensation standard in the future.The main conclusions are as follows:(1)From the perspective of time and space structure changes,the overall change of compensation standard for land expropriation in Hohhot is obvious.Time characteristics: the number of towns is different in the classification of land expropriation compensation standard;Four city areas growth range is smaller,the flag county area growth range is larger.Spatial characteristics: the overall distribution is from north to south,followed by low-high-low;The city four districts as the center,to the surrounding villages and towns;The township where the county government is located is the center,decreasing to other townships in the region;There is spatial correlation and agglomeration.(2)The main influencing factors of spatial and temporal distribution of compensation standard for land expropriation in Hohhot are:GDP,per capita GDP,administrative region land area,highway mileage,arable land,crop planting area,at the end of the total population,population density,the fiscal expenditure,fixed asset investment,total retail sales of social consumer goods,per capita net income of rural residents.(3)There is a strong correlation between Hohhot land expropriation compensation standard and regional economy.The correlation degree between regional economic index and land expropriation compensation standard is above 0.60,belonging to medium correlation.The correlation degree between total retail sales of consumer goods and land expropriation compensation standard is the largest,and the correlation degree between total population at the end of the year is the least.(4)Coupling results of Hohhot land expropriation compensation standard and regional economy can be divided into four types,name.Low coordination type,antagonistic type,running-in type,coordination type.The coupling degree between land expropriation compensation standard and regional economy is 0.5203-0.9346,and the correlation is mainly high.Spatial distribution: Huimi district and Yuquan district belong to coordination type;Xincheng District,Saihan district,Tumotezuo banner,Tuoketuo county,and Helingeer county belong to running-in type;Qingshuihe county belongs to antagonistic type.Wuchuan county belongs to low coordination type.On the whole,there is a certain fluctuation in the time change of coupling degree.Hohhot land expropriation compensation standard and regional economic development are in the running-in stage,and the development trend of coupling degree is gradually moving to a stable transition.The classification results of coupling degree of each flag county in Hohhot city at each time point are mainly running-in type.(5)Put forward the compensation standard of land expropriation and the coordinated development of regional economy countermeasures,low coordination areas adopt to improve the compensation standard,increase the way of compensation;In the antagonistic area,the compensation standard should be raised and the resettlement way should be widened.In running-in areas,the compensation standard should be raised and market mechanism should be introduced appropriately.Coordinated areas adopt the reform of strengthening regional coordinated development and perfecting land expropriation system.
