The increasingly serious problems of environmental pollution and resource waste brought about by the extensive economic growth mode have become the shackles on the road of sustainable development in my country.As my country’s economic center and vitality,it is expected to improve the industrial green production efficiency of the Yangtze River Economic Belt.In the process of high-quality economic development driven by green economy in the Yangtze River Economic Belt,how to achieve the least level of resource input and the least level of environmental pollution has become a difficult problem.And industrial green production efficiency can effectively reflect this.From past experience,the negative externalities of the Yangtze River Economic Belt caused by economic activities also need to be effectively resolved through the government’s strengthening of environmental regulations.Therefore,whether and how environmental regulation can affect the industrial green production efficiency of the Yangtze River Economic Belt is the key point of this paper.In view of this,this paper uses the entropy method to measure the comprehensive index of environmental regulation intensity.And this paper uses carbon emissions and industrial pollutant emissions as undesired outputs,and uses the SE-SBM-Malmquist index model to calculate the industrial green production efficiency of 11 provinces(municipalities)in the Yangtze River Economic Belt from 2009 to 2019.And analyze its changes from different angles.At the same time,this paper studies the spatial and temporal distribution characteristics of the relationship between environmental regulation and industrial green production efficiency.Finally,this paper takes industrial structure,technological innovation and economic development as threshold variables to study and analyze the nonlinear relationship between them under different circumstances.The research found that:(1)Regarding the intensity of environmental regulation in the Yangtze River Economic Belt,the overall differences between provinces first expanded and then narrowed,and the intensity was ranked from strong to weak in the order of "downstream-midstream-upstream".In the upstream areas,Jiangsu and Zhejiang provinces have higher intensity of environmental regulation.(2)Regarding the change of industrial green production efficiency in the Yangtze River Economic Belt,it is generally characterized by fluctuating changes,and the average value is above0.85,and the average value in the downstream area is as high as 1.1,which is the highest compared with the upstream and midstream reaches.There is a lot of room for improvement in industrial green production efficiency in the midstream region.(3)Regarding the temporal and spatial distribution of the relationship between environmental regulation and industrial green production efficiency,although the development of the two tends to be gradually coordinated,the development pace of the upper,middle and lower reaches is still not consistent.(4)Regarding the impact of environmental regulation on industrial green production efficiency,with industrial structure,technological innovation,and economic development as threshold variables,environmental regulation has an obvious threshold effect on industrial green production efficiency.(5)Enterprise scale and transportation have a positive relationship with industrial green production efficiency,and energy consumption structure,degree of opening to the outside world,and urbanization level have a negative relationship with it.To sum up,based on the practical problems reflected by theoretical elaboration and empirical research,this paper puts forward relevant policy suggestions.
