protection and no large-scale development",and continue to promote the high-quality development of the Yangtze River economic belt.Industry is not only the backbone force to promote the economic development of the Yangtze River economic belt,but also the main manufacturer of "three wastes" pollution sources.The double red line of resources and environment forces industry to urgently get rid of the extensive development mode and transform to an ecological and green development mode.Facing the externality of environmental pollution,environmental regulation can internalize its diseconomy,which is a very important and effective means to realize industrial cleaner production,and it is of great significance to promote high-quality economic development.Based on the means of environmental regulation,coordinating the relationship between economic development and ecological environment and improving social benefits is the key to sustainable development.In the new stage of increasingly strict environmental regulation,promoting industrial ecology is the due meaning of realizing the win-win of industrial economic benefits,environmental benefits and social benefits in the Yangtze River economic belt.It is the key to break the specific practice of "ecological priority and green development" and promote the modernization of harmonious coexistence between man and nature.This paper combs and explains the relevant theoretical basis and research results at home and abroad,clarifies the concept connotation and research content of industrial ecology,takes 2004-2019 as the research time,takes the panel data of 11 provinces and cities in the Yangtze River economic belt as the research object,constructs the industrial ecology index evaluation system of the Yangtze River economic belt,and evaluates the development status of environmental regulation and industrial ecology in the Yangtze River economic belt.Taking industrial ecology as the explanatory variable,taking three types of environmental regulations: imperative environmental regulation,marketoriented environmental regulation and public environmental regulation as the explanatory variables,and selecting economic development level,urbanization level,residents’ education level,ecological carrying capacity and transportation convenience as the control variables,from the perspective of watershed heterogeneity,This paper analyzes the direct impact of different environmental regulations on industrial ecology in the Yangtze River economic belt,takes foreign investment,technological innovation and industrial agglomeration as intermediary variables,discusses the indirect path of different types of environmental regulations affecting industrial ecology,and obtains the following conclusions:Firstly,through the analysis of the current development situation,it can be seen that the overall performance of mandatory environmental regulation in the Yangtze River economic belt is steadily improved,the upper reaches catch up,and the regulation level in the middle reaches is higher than that in the lower reaches;The overall level of market-oriented environmental regulation in the Yangtze River economic belt shows a trend of fluctuation and decline,showing a pattern of "higher in the upper reaches,followed by the middle reaches and lower in the lower reaches";The regulation level of public environment in the Yangtze River economic belt shows a fluctuating downward trend,and the regulation level in the upstream and middle reaches is higher than that in the downstream.Secondly,according to the evaluation of the economic benefits of industrialization and industrialization of the Yangtze River,the overall economic growth level of the Yangtze River Ecological Belt in 2004-2019 is the second;The level of industrial ecology in the three regions presents a spatial pattern of "higher in the lower reaches,second in the middle reaches and lower in the upper reaches";The level of industrial ecology in Jiangsu Province,Zhejiang Province and Shanghai is relatively high,followed by Sichuan Province,Jiangxi Province,Hunan Province and Chongqing,and the level of industrial ecology in Hubei Province,Anhui Province,Yunnan Province and Guizhou Province is relatively low.Thirdly,through the benchmark regression analysis,it can be seen that commandbased environmental regulation and market-based environmental regulation can significantly promote the development of industrial ecology;The public environmental regulation of the Yangtze River economic belt has restrained the improvement of industrial ecology to a certain extent.The conclusion is still valid in the case of endogenous test and robustness test.Fourthly,through the analysis of regional heterogeneity,it can be concluded that the impact of imperative environmental regulation on industrial ecology in the upper reaches,middle reaches and lower reaches of the Yangtze River is positive;The impact of market-oriented environmental regulation on industrial ecology in the upper reaches of the Yangtze River is negative,and the impact on industrial ecology in the middle and lower reaches of the Yangtze River is positive,which has not passed the significance level test;Public environmental regulation significantly inhibits the industrial ecological development in the upper reaches of the Yangtze River,significantly promotes the industrial ecological development in the middle reaches of the Yangtze River,and has no significant impact on the industrial ecology in the lower reaches of the Yangtze River.Fifthly,through the indirect path of intermediary variables affecting industrial ecology,imperative environmental regulation can promote the development of industrial ecology by inhibiting foreign direct investment,market-oriented environmental regulation can not affect the development of industrial ecology through foreign direct investment,and public environmental regulation can inhibit the process of industrial ecology by attracting foreign direct investment;The total effect of mandatory environmental regulation on industrial ecology is covered up by technological innovation.Market environmental regulation can improve the level of technological innovation and significantly promote the transformation of industrial ecology.Public environmental regulation hinders the improvement of industrial ecology by inhibiting technological innovation;The total effect of mandatory environmental regulation on industrial ecology is covered up by industrial agglomeration.Market environmental regulation can promote the transformation of industrial ecology by improving the level of industrial agglomeration,and public environmental regulation can not affect industrial ecology through industrial agglomeration.According to the existing literature basis,theoretical analysis and empirical results,the following suggestions are put forward: first,construct the coordination mechanism of river basin environmental regulation and promote the joint governance of multiple subjects;Second,improve the construction of environmental administrative law enforcement team and strengthen the ability of environmental pollution control;Third,improve the guiding mechanism of market-oriented environmental regulation and give full play to the role of market incentive;Fourth,standardize and guide public participation in environmental governance and promote the transformation from increment to quality improvement;Fifth,build a modern eco industrial system and jointly promote the process of industrial ecology. |
