Analysis On Coupling Coordination Between Ecological Environment And Economic Development Of Guanzhong Plain Urban Agglomeration

As the focus of China’s regional development strategy,urban agglomerations play an important role in economic development due to factors such as agglomeration of elements,network effects,and structural optimization effects.At the same time,the ecological environment has deteriorated with industrial agglomeration,urban scale expansion,and population concentration.On the other hand,activities such as industrial collaboration,technology transfer,and innovation collaboration are beneficial to the improvement of the ecological environment.Besides,environmental deterioration hinders the accumulation of healthy human capital and the development of ecologically intensive industries,which is not conducive to economic development.The Guanzhong Plain urban agglomeration is the second largest urban agglomeration in the western region of China.Many cities have relied on traditional industries to drive development of economy for a long time and there are many problems in the process of development.In recent years,urban agglomerations have deepened multi-field cooperation,and the level of ecological environment has increased.Besides,due to differences in the original endowments and industrial structures of cities,the differences in the level of ecological environment and economic development,and the degree of coupling and coordination need to be analyzed in detail and comprehensively calculated.In addition,whether factors such as industrial structure,technological innovation,and policy support have effectively driven the improvement of the coupling and coordination requires further research.In this paper,the 11 cities(except Yangling Demonstration Area)delineated in the "Guanzhong Plain Urban Agglomeration Development Plan" are used as the research subjects,and an index evaluation system is constructed to reflect the ecological environment and economic development.Based on the ecological environment and economic development level index,a coupling coordination degree model is constructed to measure the coupling coordination degree.Meanwhile,using Arc GIS and other software,changes of the coupling and coordinated degree from 2009 to 2020 are analyzed.Finally,based on the spatial lag model,Arc GIS and Geoda software are used to analyze and discuss the influencing factors of the coupling and coordinated degree.The purpose is to provide certain policy suggestions for promoting the benign interaction between the ecological environment and economic development.The main conclusions of the research are as follows:(1)The comprehensive level of the ecological environment of the urban agglomeration has been improved,the ability of industrial pollution control and the ability of green manufacturing of enterprises has been continuously optimized.The environmental governance has gradually been refined and digitalized,and related innovative technologies such as domestic waste and urban sewage treatment have been developed.(2)The economic development level has gradually increased,the economic scale has expanded but the growth rate has slowed down,the industrial structure has been greatly optimized,the economic development has been digitalized,and the ecological level has been continuously improved.The economic development gap among cities still exists.(3)The level of coupling and coordination between the ecological environment and economic development of urban agglomerations is constantly improving,but most cities are still in the stage of imbalance,and there is still much room for improvement in the coupling and coordinated development.(4)The urban agglomeration deepens cooperation in various fields,the transportation infrastructure network has been gradually improved,the cooperation between industrial regions and industrial alliances has been continuously promoted,and the level of foreign economic cooperation and collaborative innovation has been improved.In the future,it is still necessary to further promote the coordinated development of urban agglomerations.(5)The influence of improving the coupling coordination degree of each factor is different.In the future,we should focus on improving the quality of urban green space,further enhance the core competitiveness of urban agglomeration industries,maintain relevant policy support,improve the efficiency of capital use,and actively guide social capital to invest in environmental protection.In the future,the level of technological innovation and industrial ecological efficiency need to be improved in order to promote green consumption,industrial green production,and make economic development more green and digital.
