Emergency supplies reserve is an important part of the emergency support system,and an important strategic means to ensure national security,maintain social stability and effectively respond to various emergencies.At present,emergency supplies storage of Q district have stored more than 190 categories of materials,totaling more than 11000 pieces,which has effectively improved the emergency support capacity.However,compared with the increasingly complex natural disasters and safety situation,the emergency support capacity still has some shortcomings and problems for the requirements and expectations of all social circles.It is worth exploring that how to optimize the management of supplies reserve of Q district to further improve the emergency support capacity.Based on the existing research about the management of emergency supplies storage at home and abroad,this paper constructs a theoretical framework for the optimization of the management of emergency supplies storage on the basis of risk management theory and emergency management theory.The paper sorts out many characteristics of Q district,such as the initial scale of emergency supplies storage,the initial quality management of emergency support capacity,the large available volume of emergency material warehouse,and the initial prototype of daily material management mechanism.Then,it is pointed out that the types of emergency supplies storage are incomplete,the quantity is small,the structure of emergency supplies storage is poor,and the ability to deal with risks is insufficient,from the perspective of scale.Finally,it is also pointed out that the quality of some emergency materials is deteriorated,the aging materials are not out of rotation,the machines is not maintained,and the service performance is not up to the standard,from the field investigation data.We found that the unit storage cost of emergency supplies storage is high,from the perspective of plane utilization,space utilization,and financial cost.We also found that the site management is poor,the account management is not clear,the information management is backward,and the material storage efficiency is low,from the perspective of field data and field investigation.Then,in response to the problem,we analyzed the causes of the problem from the subjective and objective aspects such as continuous policy adjustment,managerial cognitive limitation,capacity and talent with a development perspective.Finally,from the aspects of enriching the category of emergency materials,supplementing the quantity of emergency materials and improving the storage mode,this paper puts forward suggestions on optimizing the storage structure of emergency materials to improve the ability of Q district to deal with various risks.From the aspects of establishing the withdrawal and rotation mechanism of emergency materials,improving the maintenance mechanism of emergency materials,and maintaining appropriate storage conditions,this paper puts forward suggestions on improving the mechanism of quality management to ensure the safety and reliability of emergency materials.From the aspects of improving the utilization rate of the warehouse,using of the warehouse and improving the logistics activity,this paper puts forward suggestions on optimizing the spatial layout of the warehouse to reduce the storage cost.From the aspects of carrying out 5S management,accelerating the information management process of emergency materials,carrying out the recovery management of emergency material,and strengthening talent management,this paper puts forward suggestions on improving management measures to improve the storage efficiency of emergency materials.
