Our territory is vast and extensive.The geological structure is complex and the terrain is undulating.Natural disasters,such as Snow,earthquakes,landslides and typhoons,happened frequently.This causes that continuous and safe electric power industry production is facing unprecedented challenges.However,our national life and production strong depend on the power supply.That requires the power system has fast reaction and high efficiency at the time of responding to emergencies.Thus,for electric power emergency repairing requirements,that establishing the rational electricity emergency supplies storage systems,guaranteeing the routine maintenance and emergency calls of supplies,restore power supply in time and minimize the impact and losses has a major role in the social stability and local economy security.This paper first summarizes the status of emergency power reserve management,describes the classification of electricity emergency supplies,reserves characteristics and analyzes the electric power emergency supplies reserve mode of provincial power grid corporations.Secondly,under the fragmented reserve mode,this paper carries out the planning of the warehouse network of the emergency reserve center.Using the potential disaster points as the basis property,it mainly divides the provincial power grid corporations' under the jurisdiction region into reasonable province-wide fragmented reserve area.After determining the fragmentation area,the paper establishes the provincial-municipal double layer materials warehouse network.It uses the efficient emergency supply as constraints and the minimized cost of network as objective.Thirdly,according to the fragment reserve model,the evaluation index system of emergency material reserve demand is established.The ideal evaluation method is used to determine the evaluation value of the index,and the cluster selection is determined by cluster analysis method.Fourthly,based on the characteristics of the provincial-municipal power emergency materials fragment reserve model,this paper uses the bi-level programming model to analyze the impact factors of different disaster scenarios on the emergency material reserves.The model aims at minimize the cost of storage system to meet the emergency supplies supply coverage,emergency supply conditions for the conditions to determine the provincial-municipal levels of storage system in the emergency materials reserve center site and the size of material reserves.At last,the paper makes the calculation of storage network planning,category selection and warehousing system planning of the emergency power reserve center of the province,which proves the feasibility and correctness of this paper.This paper creatively takes into account the differences of demand for emergency power supplies under the segmented reserve model,the actual reserve categories of power emergency supplies are selected by statistical methods.Based on the different disaster scenarios,the paper considers the different requirements for emergency supply,double layer fragmentation reserve planning model with minimum objective cost as the objective function is established to meet the requirements of emergency supply of electric emergency supplies and response requirements.
