Study On Pressure Transfer Behavior Of Grass-roots Government In The Reconstruction Of Shanty Towns

Since 2007,the Chinese government has carried out a large-scale transformation of shanty towns nationwide,in which the grass-roots government has played a very important role.As the direct implementer of shantytown renovation,the behavior of grass-roots government profoundly affects the process of shantytown reconstruction.Existing studies have interpreted the logic of local government behavior from the perspective of profit-seeking and risk-avoiding and described various strategies of local government to cope with pressure in detail,but lack of analysis of grass-roots government behavior from the perspective of pressure transfer.In this paper,the transformation of shanty towns in Caojiaxiang,Jinniu district,Chengdu is selected as a case.Based on the realistic situation of grass-roots government as the junction of state and society,this paper studies grass-roots government behavior from the perspective of pressure transfer,refines the concept of "pressure transfer" behavior,and analyzes the causes and practical mechanism of pressure transfer behavior of grass-roots government,with a view to providing a new perspective for understanding government behavior.This paper holds that "pressure transfer" refers to the behavior of the grass-roots government at the intersection of the state and society,which transfers the pressure exerted by the policy implementation situation to the policy object and uses the internal "tension" of the policy object to push the task to complete,so as to relieve its own pressure and anxiety.Firstly,this paper describes the performance of pressure transfer behavior of grass-roots government in shantytown reconstruction;Then,the grass-roots government is placed in the structural space of "superior government-grass-roots government-social people" to explore why the pressure transfer behavior of grass-roots government occurs in shantytown reconstruction and how to successfully transfer the pressure of grass-roots government.Specifically,it is found that the grass-roots government is deeply trapped in the pressure dilemma constructed by the higher-level government and the public.The decomposition and implementation of the central task under the bureaucratic system,the rigid assessment under the "one-vote veto system" and the strong accountability under the imbalance of power and responsibility at the grass-roots level make the grass-roots government face strong pressure from top to bottom.Correspondingly,the heterogeneous residents and their diverse resistance strategies,diverse and complex interest demands,and multi-stage latent risks of demolition and reconstruction in social situations make grass-roots governments face strong pressure from bottom to top.Multiple pressures converge to the grass-roots government.The grass-roots government in the pressure dilemma is driven by self-interest psychology,and its behavior is pressure transfer.In practice,how does the pressure transfer behavior transfer the pressure of grass-roots government? This paper refines the practical mechanisms of pressure transfer behavior of grass-roots government in shantytown reconstruction,namely,power infiltration mechanism,interest binding mechanism and indirect mobilization mechanism.Through the above three mechanisms,the grass-roots government has cultivated social organizations to undertake the pressure,created social internal pressure,passed on the contradiction of demolition and reconstruction,successfully transferred the pressure to the society,stimulated the pressure production within the society,and used the "tension" among the people to promote the implementation of shantytown reconstruction policy.In China’s unique context of policy implementation,pressure transfer behavior may be a favorable choice for grass-roots governments to break through the dilemma of policy implementation,but it also has hidden dangers such as grass-roots governments shirking their responsibilities,frequent internal risks in the social system and gradual hardening of grass-roots governance.In order to avoid the above-mentioned hidden dangers,it is necessary to innovate the system to release the grass-roots pressure,build a resource system that matches the grass-roots pressure,and establish the power boundary consciousness of the grass-roots government.Guided by the pressure system,the theory of the relationship between the state and society,and the principal-agent theory,this paper,combined with the practice of the transformation of grass-roots shanty towns,deeply analyzes the pressure transfer behavior of grass-roots government in the transformation of shanty towns,and presents the concrete form of grass-roots government behavior under the combination of bureaucratic context and social context,which has some inspiration for the study of grass-roots government behavior and also provides a new perspective for understanding the behavior of local governments in China.However,there are still some limitations.This paper fails to discuss in depth how to solve the possible adverse consequences of pressure transfer behavior,and also fails to cover more types of grass-roots policy implementation.Therefore,future research can be further expanded on this basis.
