Government Reconstruction From The Perspective Of Rural Infrastructure Construction In The Grass-Roots Government Function Research

With the smooth development of China’s new socialist countryside construction, not only rural economy and society have made a great progress, but also the living standards have improved significantly in recent years. At the same time, farmers’ demand for infrastructure has been increased accordingly. Consequently, it formed a great contrast with the supply situation of the grass-roots government. So it is a major and resolved issue to improve the capacity of grass-roots government.Therefore, this article is aim at investigating the functions of grass-roots government in the rural infrastructure in Wuming. And the author found that the reason why the government can’t work effectively. It dues to the grass-roots government which isn’t able to adapt to the changing role in rural infrastructure construction community-based, market oriented. It mainly embodies on the contradiction between the individual needs of infrastructure and the government’s unified supply; the contradiction between rural infrastructure community-based and the government’s single governance model; the contradiction between the rural infrastructure market oriented and its existence; the contradiction between the socialization of rural infrastructure and the systems of government bureaucracy; the contradiction between the more investment of rural infrastructure and the less income of government’s financial. On theses hard situations, the rural infrastructure must be developed inefficiently, which can’t meet the demands of famers.By combing the literature about the contradictions with the actual situation in Wuming, the author thinks that the single mode of supply in the rural infrastructure isn’t suitable for economic and social development anymore. The grass-roots government should be re-built its own functions. It needs to redefine the rural infrastructure construction with the rules of "for what, provide what, who and hoe to provide". In this case, rural infrastructure will be developed effectively.
