Study On Investment Control Of Government-invested Shantytown Reconstruction Project

From 2008 to 2020,more than 50 million housing units in rundown areas were rebuilt.The agent construction system model is widely used in such government-funded projects,which are directly managed by state-owned platform companies.Most of the focus of project investment management tends to the compliance management of the project,seldom attaches importance to the scientific and advanced investment management methods,and can not do the investment control management of the whole process of the project.Therefore,how to put forward a set of effective investment control measures for government-invested shantytown reconstruction projects has become an urgent research topic.This paper takes the investment control of the government-invested shantytown reconstruction project as the research object.From the perspective of the project builder,combined with the current situation and problems of the investment control of such projects,by finding out the key factors affecting the investment control and determining the causes of these key factors,proposed solutions,and combined with specific project cases to solve practical problems.Targeted to solve the problem in the process of investment control of shantytown renovation projects,to provide a reference for the cost control of such projects.In the process of the research,WBS work decomposition method is firstly adopted,and similar projects are investigated and discussed with related industry experts.The index factors affecting the investment control of government-invested shantytown reconstruction projects are extracted and optimized,and the selected indicators are established into an index system with clear hierarchical structure.Then,combining the analytic hierarchy process and entropy weight method,a combination weighting method is proposed,which weakens the influence of subjective preferences of experts,determines the weight value of each index of influencing factors in the process of investment control,and uses Pareto rule and scatter plot analysis to find out the key influencing factors of investment control,and puts forward the corresponding countermeasures.Finally,taking the shantytown renovation project of XX as an example,the investment control situation in the project is analyzed and studied,and the above theory and analysis results are verified from the perspective of practice.Through theoretical research and combined with specific cases,the conclusion is drawn:in the process of investment control of shantytown reconstruction projects,relevant managers need to focus on the following elements: The agent’s main project management personnel have certain knowledge related to cost management,the agent has agreed comprehensive contract terms with Party B,the financial reviewer has professional cost reviewer,the agent has improved project management system,the financial reviewer has established a scientific and perfect project cost index audit system,and the financial reviewer has established a scientific entrustment process and evaluation when entrusting consulting projects Price system,agent project management personnel can achieve integrity and self-discipline.The above research conclusions provide a theoretical basis for the investment control of shantytown reconstruction projects in the future,and have certain guiding significance and practical value for improving the rational use of funds in shantytown reconstruction projects.
