| The agricultural industry is still the most fundamental and basic industry in the economic development of most regions, especially in the areas whose major industry is agriculture, and it plays a significant role in the regional economic development. The agricultural leading industry is often able to get access to advanced technology, and have a higher profit ratio in funds as it gets full use of the local natural conditions to have comparative advantages, and it is an industry with high growth, promotion, and infusibility, so it can lead and promote the economic growth of the agriculture and the other industries, as well as the industrial restructuring. The leading agricultural industry is the core of the regional agricultural and industrial systems, and whether we can select and develop the region’s leading agricultural industry correctly is of great importance to determine the overall developmental direction of the agriculture; to rationalize the industrial structure, and to accelerate the industrial development, as well as to the continual growth of the entire regional economy.Huanren County is an important area of agricultural development with some advantages, such as good natural resources, superior location advantages, perfect infrastructure, and effective policies support of economic development. The local agricultural development has been a certain scale, and it is showing a good tendency of development in recent years. While at the same time, some problems are still exist in the development of local agricultural industry, such as the new technological backwardness, the low correlation between the various industries, the small-scale industry, irrational internal structure of the industry, and so forth. Currently, Liaoning provincial government is actively implementing the policy of the "One county, one product" and "One county, one industry", so Huanren County should take this opportunity to select and develop the agricultural leading industry suit to the local resources in order to solve the related issues in the agricultural industry, and to find a suitable way to develop the local economy.Based on this, the research method combines normative analysis and positive analysis; qualitative analysis and quantitative analysis. According to the researches on regional leading industry, in this article, the definition and characteristics of the agricultural leading industry is redefined, the similar concepts are distinguished, and the basic situation of Huanren County is described, and then seven major issues are concluded. As the relevant theories for the selection of the agricultural leading industry mentioned above, and based on the actual local situation, the criteria and principles for selecting the leading agricultural industry in Huanren County are determined, and then five indicators for selecting the local leading agricultural industry are chosen. Combined with the appropriate selection methods, the relevant data are analyzed, and then the leading agricultural industries in Huanren County are determined.Through the research, the principles are concluded as follows. The selection of the leading agricultural industry in Huanren County needs to follow the standards of professional concentration, industrial association, industrial comparative advantages, industrial technology, and so forth, while the principles of objectivity, systematicness, comparability, and feasibility should be included in the establishment of index system. Ultimately, five indexes (the proportion of industry output, location quotient, the growth of industrial unit area output, etc.) are chosen as an important tool for quantitative analysis, and build up Huanren County’s agricultural industrial selection index system. Except with quantitative analysis, according to the principle of linking quantitative analysis and qualitative analysis, Huanren County Agricultural leading industry resources need to base on the factor endowments, local policies and regulations, as well as sustainable development for qualitative analysis. Through analysis, from the six main options for industry, Huanren County should choose the fruit-growing, cereal cultivation and farming as the leading industry now. On the basis of conclusion, this paper has given some advices about playing the regional advantages, promoting the development of agricultural industry as a whole, improving the capability of independent innovation of leading industry, establishing a local agricultural leading industry brands, accelerating the merger and reorganization, enhancing the dominant industrial concentration, and the development plan of different leading industries. |
