| In the current stage of rapid economic development in China,the problem of contradiction between people and land has become increasingly prominent,especially in agriculture,the sharp decline of available land resources have seriously restricted the development of modern agriculture in our country.Xinjiang,as the important agricultural products base in China,whose rural land adjustment is still exist many problems,and about a lot of theory and standard problems in land adjustment is still in the exploratory stage,This requests us that when we borrow the relevant theory and experience at home and abroad,we should combine with the regional feature and land ownership characteristics to conduct research on rural renovation project ownership adjustment.This study systematically summarizes the theory and method of domestic and foreign land adjustment ownership adjustment,analysis and discusses the and ownership adjustment status and main problems in our country at the present stage,and use factor analysis method to improve the reference factors of land ownership adjustment scheme design in Xinjiang,finally,through empirical study to build the land ownership adjustment scheme in Nan Wu Gong Village,Jingou River town in Shawan County,ad then summarizes the land ownership adjustment results and make the benefit evaluation after the land ownership adjustment.The results are that:(1)Form in place,lack of implementation,adjustment scheme operability is poor,and public participation mechanism is not sound,those problems still exists in rural renovation project ownership adjustment in Xinjiang;(2)In the rural renovation project ownership adjustment scheme design in the Nan Wu Gong Cun,Jingou River town in Shawan County,land quality and hydrological factors are the most important natural factors,reasonable policy factors has a better effect to adjust the ownership,improvement of irrigation and drainage facilities have directly affect to results of readjustments through crop production;(3)The public survey results before the project implemented indicated that:93.33%of the villager support for land reclamation,In the aspect of land ownership adjustment,there were 46.47%、35%and 18.33%supporters for“assigned to farming Through the lease”,“individual contract through lottery”and“assigned to landless and new farmers”,resoectively,and most residents considered that readjustmentshad a good influence on"increase revenues"and"improving the environment";(4)After the land adjustment,the newly-increased cultivated land is 15.73hm~2 and newly-increased cultivated land ratio is 1.96%in Nan Wu Gong Village,on the basis of contracted area and time for original farmers were not change,The new cultivated land would be assigned to“landless and new farmers”,“large farms after bidding”and“person access to land through lottery”by 21.18%48.04%and 30.78%,respectively;(5)In the rural renovation project ownership adjustment in Nan Wu Gong Village,farmers’willingness investigation show that,during the project satisfaction,the village collective satisfaction,daily life convenient degree and overall satisfaction,very satisfied with proportion are62.96%、64.81%、92.59%and 68.52%,respectively,and land adjustment project ownership adjustment result is good;(6)Through land adjustment,the irrigation assurance rate reach to 90%,the newly-increased cultivated land could increase income 308.8 thousand yuan,and annual net benefits is 5.4904 million yuan in project area,and which have good improvement effect in terms of social and ecological benefits. |
