Research On The Security Mechanism Of Natural Gas Supply Under The New Development Paradigm With The Case Of The Zhoushan Ningbo Area Of China(zhejiang)pilot Free Trade Zone

The new development paradigm of "Dual Circulation" is the latest major adjustment according to the internal and external conditions of China.Natural gas supply security has become increasingly important.China(Zhejiang)Pilot Free Trade Zone’s core task is to focus on national energy security,to promote the trade liberalization of bulk commodity investment facilitation on the entire oil industry chain.This paper first analyzes the natural gas resources and the entire natural gas industry chain in China.Secondly,combined with a deep understanding of "dual circulation",it studies how the new development pattern can empower the entire natural gas industry chain,and how the natural gas supply security mechanism will help the new development paradigm.Thirdly,the APERC energy security analysis model and the Analytic Hierarchy Process are used to propose the natural gas supply security evaluation index system under the new development paradigm.Finally,taking the Zhejiang Pilot Free Trade Zone as the case and the index evaluation system as the framework,this paper analyzes the current situation and existing deficiencies of the construction of it,and puts forward some targeted suggestions.Through the above research,this paper holds the opinion that the internal circulation will improve my country’s natural gas supply capacity from the three aspects.At the same time,the establishment of the natural gas supply security mechanism will in turn promote the green and low-carbon cycle.At present,the Zhejiang Pilot Free Trade Zone has the advantages of relatively complete natural gas infrastructures.Although it is at the forefront of the country,Zhejiang Free Trade Zone still has many shortcomings.Therefore,it should adhere to build a commodity resource allocation and trading center to become an important hub of service "Dual Circulation".
