| Food safety is related to the public’s quality of life and social stability.China’s food safety governance has been in a state of continuous exploration and renewal.Based on previous food safety related events,such as "San Lu milk powder" and "cadmium rice" in Guangzhou,due to the lack of information disclosure in the process of handling,the corresponding food safety problems have further deteriorated,and the public has questioned the regulatory department that should have done a good job in information disclosure.Judging from the existing relevant laws,such as the food safety law of the People’s Republic of China,the measures for the administration of food safety information disclosure,the regulations of the people’s Republic of China on government information disclosure,etc.,all have clear provisions on food safety information disclosure,and the opinions of the CPC Central Committee and the State Council on deepening reform and strengthening food safety issued in 2019 It not only determines the goal of basically realizing the modernization of governance system and governance capacity in the field of food safety by 2035,but also clearly proposes to actively and timely publish food safety related information.As an important governance means in the process of food safety governance,information disclosure needs to be paid attention to.Therefore,in the process of in-depth study of food safety governance,clarifying the impact of information disclosure on the efficiency of food safety governance is of great significance to further improve China’s food safety governance.Firstly,this paper systematically expounds the concepts and theories related to food safety,then analyzes the current situation of food safety information disclosure in China,points out its shortcomings and analyzes the mechanism of information disclosure affecting the efficiency of food safety governance.In this part,the super SBM model is used,in which the intensity of food sampling inspection and punishment are selected as input variables and the qualified rate of sampling inspection is selected as output variables to evaluate the efficiency of food safety management in 20 provinces and cities in China;On the basis of efficiency analysis,Tobit model is used to take the efficiency value as the explanatory variable,the disclosure of food safety information as the core explanatory variable,and the control variables are public attention,economic development level,Internet penetration and food industry enterprises.To analyze the impact of food safety information disclosure on the efficiency of food safety management.Through the analysis,it is concluded that the disclosure of core explanatory variable information will have a significant positive impact on the efficiency of food safety governance.Combined with the analysis of the current situation and mechanism of information disclosure in the first half of this paper,the corresponding policy suggestions are put forward from the following aspects:(1)Refine the food safety information disclosure standard;(2)Strengthen food safety publicity and education;(3)Accelerate the construction of food safety information disclosure and exchange platform;(4)Broaden the ways of government food safety information disclosure;(5)Build a perfect responsibility supervision system for food safety information disclosure. |
