China's Food Safety Management Information Tools

Food safety in China has not been guaranteed even though laws and regulations had been issued by legislature and government, and close attention had been paid by social organizations in recent years. Food safety problems not only cause rising panic emotion of consumer, but also trigger some industry crisis and social problems indirectly. The root of food safety problem is market failure, however, government permission, punish and reform of regulation structure have not safeguarded food safety too, which means we are facing government failure. This paper starts from the perspective of government tools, analyze that how to utilize and improve the information tool in order to better contribute to resolve the plight of China's safety in the dual failure of the government and the market.The main content and conclusion are as follows:1. To explain government tool theory and summarize the necessity and superiority of information tool by comparing several traditional government tools of food safety with information tool in China.2. To analyze relevant systems of information tool applied by government in China, including but not limiting to information publish of government in food safety, compulsory food safety information disclosure and guidance to social supervision for food safety.3. To put forward some suggestions to improve relevant systems of information tool of food safety in China. On the basis of problems in current systems, propose nine items from the point of view of information supply by government itself, the relation between government and food producers and/or operators, and the relation between government and social organizations in China respectively.
