The report of the 19th National Congress of the Communist Party of China pointed out that "implementing the rural revitalization strategy",and promoting the reform of the rural land system is an important measure to implement the rural revitalization strategy.Effectively promoting the moderate relaxation of the right to use homestead is the ultimate goal of the reform of the "separation of powers" of homestead,and it is also a key measure to increase the economic income of farmers,improve the utilization efficiency of rural homestead,and implement the rural revitalization strategy.At present,Liuyang City,Hunan Province’s exploration of relaxing the scope of homestead use and mortgage loans for homestead use rights has provided some practical experience for the moderate relaxation of homestead use rights.Taking Liuyang City,a pilot city for the reform of the homestead system in my country as an example,this study firstly sorts out the typical models of the moderate activation of homesteads in various parts of the country,and subdivides the willingness to activate the right to use the homestead into the withdrawal of the right to use the homestead and the use of the homestead.The form of release of rights,the process of release of the right to use the homestead,the release of the right of the transferee after the release of the right to use the homestead,and the mortgage loan of the right to use the homestead,and then based on the data obtained from the questionnaire,the rural homestead in Liuyang Statistical description and regression analysis of the influencing factors of the willingness of various farmers who have moderately released their homes were carried out,and the mechanism optimization was explored for the willingness of the above five aspects,taking into account the willingness of farmers to release homesteads and the practice patterns in various places.The main conclusions are as follows:(1)About the influencing factors:the per capita annual income of villagers,the number of enterprises in the village,the level of education,the area of homestead land,and the degree of policy awareness have a positive effect on the willingness of farmers to live on homesteads,and the two factors of time to the county town and migrant workers have a negative effect on the willingness of farmers to live on homesteads.In terms of each specific willingness to release the right to use the homestead,the per capita annual income of the villagers has a positive effect on the two intentions of the transferee to live after the release of the right to use the homestead and the mortgage loan of the right to use the homestead;the two willingness to release the power of the transferee after the release of the right to use the homestead and the mortgage loan of the right to use the homestead have a negative effect,but the willingness to withdraw from the homestead is not significant;the number of enterprises in the village has a positive effect on the two intentions of the right to use the homestead and the mortgage loan of the right to use the homestead The level of education has a positive effect on the willingness to mortgage the homestead,but not the willingness to withdraw from the homestead;the area of the homestead has a positive effect on the willingness to withdraw from the homestead and the willingness to mortgage the homestead,but the willingness of the transferee to release the power after the release of the right to use the homestead is not significant;the degree of policy awareness has a positive effect on the willingness of the mortgage,but the willingness of the transferee to withdraw from the homestead and the willingness to release the power after the homestead is released is not significant.(2)About the optimization of the mechanism:in terms of the withdrawal of the right to use the homestead,it is proposed that the withdrawal of the right to use the rural homestead be divided into the internal circulation of the right to use the homestead and the permanent withdrawal of the right to use the land for construction,and the government’s compensation method for the farmers who withdraw from the homestead should also be cash compensation and the shares of the collective economy;in terms of the form of circulation of the right to use the homestead,it is proposed that the government should introduce relevant policy measures on whether the right to use the homestead can be used for commercial purposes and in which commercial fields.Adopt the method of unified circulation of government organizations and separate circulation of each family,appropriately expand the scope of farmers’ circulation of homesteads,and increase the diversity of choices for the circulation of farmers’homesteads;in terms of the circulation process of homestead use rights,the government should formulate and introduce policies and regulations related to the signing of contracts during circulation,and require the use of a unified and standardized contract model,the government or village collectives can create a circulation platform,and the platform circulation can enable farmers to better grasp the demand information and maximize the interests of farmers In terms of the transferee’s power release after the moderate release of homestead land,it is proposed that the government should allow the transferee to carry out the circulation of the right to use the homestead,and guarantee the income obtained by the transferee,and more effectively circulate the idle homestead;in terms of homestead mortgage loans,allow the right to use homestead to be mortgaged,and revitalize rural resources,funds and assets through the formulation of relevant policies for homestead mortgage loans,and enhance the enthusiasm of the financial sector to participate,In addition,the legal lease right set up on the homestead land effectively solves the problem of the circulation of farmers’ housing property rights.
