Research On The Willingness Of Farmers For Paid Use Of Homestead And Its Influencing Factors

With the rapid advancement of industrialization and urbanization in China,the contradiction between people and land has become an important factor restricting social and economic development.The system of the rural homestead paid use is not only an important part of the three pilot projects of rural land system reform,but also an effective way to realize the intensive use of land resources and ease the pressure on urban construction land.The reform,innovation and improvement of housing land system have become the focus of comprehensively deepening the rural land reform in the new era.The rural homestead paid use is a complicated system project.In the process of the rural homestead paid use,it will involve advantages of the many main body.How to coordinate the interests of all parties is the key to the smooth promotion of the paid use of the rural homestead.As the users of rural homestead,farmers’ willingness and behavior choice play a vital role in the paid use of rural housing land.Taking Yucheng city of Shandong province as a typical sample area and the farmers as the entry point,this paper systematically studied the farmers’ willingness to participate in the paid use of rural homestead and its influencing factors:(1)Explain the mode of paid use of the rural housing land in Yucheng city,analyze preliminary effectiveness of the reform.(2)Based on the survey results,the farmers’ willingness to participate in the rural homestead is analyzed.(3)Seventeen factors were selected from the individual characteristics of the farmer,the family characteristics,rural housing land basic situation and the relevant policy cognition of the rural housing land,and the Logistic model was constructed to quantitatively analyze the influencing factors of the farmers’ participation in the paid use of rural housing land.(4)On the basis of the above research,propose countermeasures to improve the homestead paid use.The basic conclusions of this study are as follows:(1)The overall willingness of farmers to participate in the paid use of homestead is 53.81%.Through cross-analysis,it is found that farmers with different individual characteristics and family characteristics have different willingness to participate in the paid use of homestead.(2)Farmers’ gender,education level,family annual income,relatives and friends who have government work,the degree of understanding of the paid use system,and whether they know the use ofrural homestead fee have a positive and significant impact on farmers’ willingness to participate in the paid use of rural homestead.The presence of urban housing and the area of rural housing have negative and significant influence on the willingness of farmers to participate in the paid use of rural homestead.(3)Farmers have some understanding of the system of rural homestead paid use,but it is not deep enough,and they have little understanding of the specific background of paid use and its significance.Opaque fees,unclear use,unscientific charging standard and area standard lead to low willingness of farmers to participate.(4)There are common problems in the utilization of rural homestead,such as over standard area,more than one rural housing and rural homestead idle,which lead to inefficient utilization of rural homestead.The farmers’ willingness to participate is affected by the incomplete real estate certificate and the wrong cognition.In order to promote rural homestead paid use,this paper puts forward the following suggestions: Increasing publicity of relevant policies and protect farmers’ right to know about the paid use;To standardize the charging standard scientifically and promote the conservation and intensive use of land resources;Establish reasonable standard of paid use area to ensure the fairness of membership right of collective economic organizations;Explore the incentive mechanism of rural homestead conservation to safeguard the fairness and justice in the countryside.Improve the cost supervision and management mechanism to ensure the implementation of the paid use fees.Improve the rural social security system,improve the enthusiasm of farmers to participation in paid use.
