The Evolution Logic Of Industrial Poverty Alleviation Policy Tools Since The Reform And Opening Up

After the reform and opening up,the central government began to explore ways to solve the problem of food and clothing in poverty-stricken areas by means of economic development.Then,under the guidance of the development-oriented poverty alleviation policy,developing industries to drive poverty-stricken areas out of poverty became an important way of poverty alleviation.Entering the new era,industrial poverty alleviation has been included in the "five batches" project,which has become the focus of targeted poverty alleviation.After more than 40 years of development,industrial poverty alleviation has achieved remarkable results.It is the poverty alleviation method with the widest coverage and the best poverty alleviation effect.It is also an important starting point for achieving stable poverty alleviation and promoting industrial prosperity.Research why industrial poverty alleviation works,from the perspective of policy or new methods.On the basis of existing research,based on the theory of policy tools,using literature research method and quantitative analysis method,this paper takes the policies related to industrial poverty alleviation issued by the central government and ministries and commissions in my country since the reform and opening up as research samples,and analyzes the evolution logic of industrial poverty alleviation policy tools.Research.By reviewing the evolution process of my country’s industrial poverty alleviation since the reform and opening up,sorting out the development context of industrial poverty alleviation policies,dividing the process of industrial poverty alleviation policies into three stages: start,development and maturity,and analyze the policy characteristics of each stage.On this basis,the author uses NVivo12 Plus software to observe and understand the use of policy tools.The data shows that supply-based policy tools are the most used and dominate,and are the core of industrial poverty alleviation policy tools.Environmental policy tools are steadily developing,and demand-based policy tools Usage has gradually risen but still falls short.In the overall development process,the use ratios of the three have shown an average trend of aggregation,and gradually tend to converge.After research,it is found that the use of the three policy tools is inseparable from the gradual deepening of my country’s poverty alleviation thought and practice.The main factors of tool selection and use,and the coupling of various elements constitute the internal mechanism of the evolution of industrial poverty alleviation policy tools.
