| Since the reform and opening up,China’s rapid economic development,people’s living standards continue to improve.With the rapid development of economy,the imbalance of regional economic development,urban-rural gap increases increasingly serious problem of population in poor areas of poverty,narrowing the gap between the rich and the poor and other issues,is currently China’s economic development problems to be solved.The state attaches great importance to poverty issues,and takes poverty alleviation and development as the key task.Under this background,Guangzhou City,in order to solve the problem of poverty in northern mountain area in 2011 and 2013 has launched two rounds of poverty alleviation and development dual to work,the northern mountainous area of Guangzhou city’s poverty has been greatly improved,but the current poverty alleviation policy problems in policy design,policy implementation,policy support,the effects of poverty alleviation the effect of work,hindered the development of poor areas.This paper from the actual work of poverty alleviation and development of Guangzhou City,introduced the development process of Poverty Alleviation Policies and achievements,the use of quantitative research method,comparative research method and survey method,in Zengcheng District of Guangzhou city as an example to analyze the problems of policy design,implementation,security etc..And the reasons for the problems,combined with the new growth theory and new public management theory,ability poverty theory,draw lessons from foreign successful experience of poverty alleviation work,from the policy design,implementation,security and puts forward some suggestions to improve the policy of poverty alleviation and development in Guangzhou city.Guangzhou City,poverty alleviation and development dual to work is a part of China’s poverty alleviation work,research on the Guangzhou city poverty alleviation policy,suggestions for improvement of the local policy,help to achieve precise poverty,promote better to carry out the work of poverty alleviation in Guangzhou city.In addition,to Guangzhou as a policy improvement pilot to the national promotion,the other areas of poverty alleviation policy is constantly improving has certain reference value. |
