PPP(public-private Partnership)is a new financing model,which is widely used in the construction of Public infrastructure.Since PPP model can attract idle social capital,relieve financial pressure,disperse risks and other characteristics,many countries vigorously promote PPP model.Chinese PPP model is at the initial stage of development,with the characteristics of huge investment amount,complex process and multiple investors,etc.,so PPP projects face various risks at all stages in the whole life cycle,which requires special attention from investors.China’s heating industry is an important part of urban infrastructure projects.With the continuous reform of the heating market,the marketization process of heating market is constantly advancing.Relying on its own advantages,social capital is joining in the competition of seizing the heating market.Much social capital is cooperating with local governments and competent departments through PPP mode.The implementation of PPP projects in the heating industry can effectively improve the overall efficiency,quality and service level of heating.However,due to the lack of relevant research on the PPP model of the heating industry,and the differences in heating conditions between different regions and cities,the application of PPP model in the heating industry has been greatly affected.Therefore,it can be seen that the PPP model face more complex risk factors in the heating industry,and the relevant practical experience is scarce,so the smooth progress of the project has greater uncertainty.Therefore,comprehensively and accurately identify and quantitative evaluation of risks is the key to the success of PPP model in the heating industry,which has very important research significance.Through the research on PPP models and analysis of the risk identification and evaluation of domestic and foreign experts,we can see the great progress of the research and achievements on the risks of PPP projects made by scholars from home and abroad,and at the same time,the research content and methods of this paper are given.This article identify risks of the central heating PPP project from the perspective of social capital.Firstly,using literature analysis method to identify the initial risk list in the central heating PPP project,which has 40 risks.and then we used expert investigation method to revise the initial risk list of the PPP project,got the risk list of the central heating PPP project,including 9 primary risks and 30 secondary risks.At the same time,the risk evaluation method of the central heating PPP project is analyzed,and the risk evaluation model is established by combining entropy weight method and fuzzy comprehensive evaluation method.The case study in this paper is to evaluate the risk of the central heating PPP project in qiaoxi district of zhangjiakou city.Firstly,using entropy weight method to determine the weight of each risk evaluation index,and then the risk of the project is comprehensively evaluated by using the fuzzy comprehensive evaluation method,and finally the risk level of the project is judged to be at a medium level.In addition,the importance degree of risk was analyzed and evaluated basing on the calculation results,and countermeasures were given for 9 primary risks and 10 top secondary risks.Finally,according to the overall situation of this paper,the research conclusion is given,and in view of the shortcomings of this paper,the future research expectations and prospects are given.The research results of this paper effectively enrich the risk management theory of the central heating PPP projects,and have certain theoretical guidance and practical value for improving the risk management level of PPP projects in the future.
