Research On Measurement And Policy Regulation Of Production And City In Central Yunnan Urban Agglomeration

Industry-city integration is of great significance to solve the problems of industrial structure transformation and upgrading in the new era and the separation of industry and city caused by rapid urbanization.To improve the integration of industry and city,the government policy guidance is indispensable.In this paper,four cities(Kunming,Qujing,Yuxi,Chuxiong)in central Yunnan city group have built their respective index systems of "industrial development" and "urban carrying capacity" from 2011 to 2019,measured their comprehensive evaluation indexes of industrial development and urban carrying capacity,and analyzed the coupling coordination relationship between them by using the coupling coordination degree model.The final coupling coordination degree D value was used as the basis to measure the integration level of the research object,and at the same time,Combing the relevant industrial policies of Yunnan Province and the urban agglomeration in central Yunnan and analyzing their effectiveness,it provides a scientific reference for the government to further improve the integration level of production and city.In the years studied,the D value of coupling coordination degree in Kunming has always been at the highest level,and there is a big gap between it and Qujing,Yuxi and Chuxiong,which indicates that the internal regional development of urban agglomeration in central Yunnan is unbalanced.With the interannual change,the D values of Qujing,Yuxi and Chuxiong are fluctuating and rising,while Kunming keeps a high level,but decreases slightly.In addition,as far as the comprehensive evaluation indexes of their industrial development systems and urban carrying systems are concerned,the four cities all show the same trend,that is,the development of urban carrying systems is better than that of industrial development systems,and the development focus is more inclined to cities and towns,which is obviously closely related to the government’s urbanization policy guidance in recent years.At present,as the gateway city group for China’s opening to South Asia and Southeast Asia,the central Yunnan city group is an important part of the national urbanization strategy of "two horizontal and three vertical",and it is also the key development object and the most complete area of Yunnan Province.The improvement of the integration level of the four cities’ production and cities can not only promote the further development of the central Yunnan city group itself,but also enhance the economic radiation driving force of the central Yunnan city group to other areas of Yunnan Province,and consolidate Yunnan Province’s strategic position as China’s opening-up pattern.Based on this,it is necessary for the government to formulate relevant policies,provide guidance for industrial structure adjustment,optimization and upgrading,improve the coupling and coordination between industrial development and urban carrying capacity,and promote the better integration of production and cities,according to the basic advantages of each city in the urban agglomeration of central Yunnan and the actual industrial development in the region.
