With the continuous tightening of national macro-control policies such as land market,the external environment of functional state-owned capital investment and operation companies has changed significantly,and the economic benefits brought by relying solely on policy dividends are getting worse and worse.At the same time,with the superposition and promotion of multiple national strategies such as rural revitalization,urban-rural integration,high-quality development of the Yellow River Basin,carbon peak and carbon neutralization,it also brings major strategic opportunities for the future development of functional state-owned capital investment and operation companies.TD group is a provincial managed functional state-owned capital investment and operation company,which undertakes the task of market-oriented operation of provincial land resource elements.Affected by the uncertainty of land policy dividends,TD group is accelerating the use of new technologies,new models and new business forms to empower development,and continues to explore and break through the restrictions of single policy land business,The development and transformation of the group from "policy+market" to"market+policy" and then to "pure marketization" has been realized,but the actual effect is not significant.The effect of new technology,new mode and new business format driving the construction of the main industry chain is not obvious,and the land industry is still the only core lifeline of the group’s development.The group company urgently needs to objectively analyze the existing development strategic layout and method path,and make timely and accurate adjustments,so as to better adapt to the changes of the external environment and build the core competitiveness of the land group.By analyzing the transformation and development background of TD group,guided by the enterprise strategic transformation theory and relevant literature results at home and abroad,this paper systematically applies the model method to carry out strategic research and judgment and scientific matching of TD group.Firstly,by comprehensively applying PEST analysis model,Porter’s five forces model and other tools to analyze the external environmental conditions such as the macro environment and competitive environment of TD group,it is concluded that there are risk factors such as the gradual weakening of policy dividends,the increase of business promotion costs and the strong impact of local government platform companies.Through the quantitative evaluation of EFE matrix,it is known that the existing development strategy has not achieved the ideal effect.Secondly,by analyzing the internal environmental conditions from the dimensions of management resources,brand resources,operation resources and human resources,it is concluded that the group has some development disadvantages,such as inflexible management mechanism,lack of technical talents,insufficient business innovation ability,urgent need to strengthen the awareness of market competition,internal competition in subsidiaries,and still need to improve the level of project management and operation,Through the quantitative evaluation of IFE matrix,it is known that the existing development strategy has not achieved the ideal effect.Finally,the comprehensive use of SWOT matrix and QSPM matrix to scientifically match the transformation and development strategy of TD group.It is suggested that TD group adopt diversified business strategic transformation,prepare and put forward the strategic transformation plan of the group,and suggest that TD group change from a policy-based enterprise to an industrialized entity enterprise,and further clarify the target orientation and Clarify the development direction of diversified business,formulate a joint force,reverse and efficient business operation system,and formulate a series of safeguard measures such as fine management,talent construction,digital empowerment and cultural construction,so as to help promote the group company to achieve high-quality and sustainable development.Through the analysis and research of TD group,this paper hopes to provide theoretical guidance and reference for functional state-owned capital investment and operation companies that are also in the confused period of transformation and development,and help state-owned enterprises make new and greater contributions to national development. |
