A Study On The Operation Sustainability Of Basic Endowment Insurance Fund For Enterprise Employees In G Province

As the contradiction between the income and expenditure of the basic endowment insurance fund(BEIF)for the enterprise employees in China becomes increasingly sharper day by day,it is posing a risk for its sustainable operation.The fund operation of G province reveals a similar picture.This paper has studied the sustainability of the operation of BEIF for enterprise employees in G Province.First of all,this paper gives a systematic exposition of the relevant theories of BEIF for enterprise employees,and the connotations of sustainability of BEIF as well as the current situation of the income and expenditure of BEIF for enterprise employees in G province.Based on it,it forecasts the short-term and long-term income and expenditure of BEIF for enterprise employees in G Province,and analyzes the sustainability of the operation of the fund combined with the connotation of sustainability.The results show that it is more and more difficult for G Province to maintain the balance between income and expenditure of BEIF for enterprise employees,which correspondingly relies more and more on the financial subsidies,so the sustainable operation of the fund faces greater risks.Secondly,this paper analyzes the influencing factors and existing problems of the sustainable operation of BEIF for enterprise employees in G province from the aspect of income,expenditure and system design of BEIF for enterprise employees.In this part,the SPSS software has been used to analyze the changing factors of income and expenditure of BEIF.The results show that both the average wage of on-the-job employees and the number of on-the-job insured employees in G province have a certain impact on the income of endowment insurance fund,with the former has a slightly greater impact than the latter.Besides,the results also indicate that the influence of the per capita pension expenditure and the number of insured retirees on the expenditure of endowment insurance fund in G province is significant,while the former has less influence than the latter.Finally,learning from the experience of basic pension fund operation in developed countries,this paper puts forward some countermeasures and suggestions to promote the sustainable operation of BEIF for enterprise employees in G Province.First,expand the source of fund income by improving the average wage of on-the-job employees,increasing the number of insured payers,reducing the number of interrupted payers,implementing appropriate payment rate,increasing financial investment,etc.The second is to strictly control the fund's expenditure by appropriately raising the level of basic pensions for retired enterprise employees,improving the internal control mechanism of treatment examination and approval,and using information-based means to prevent the fund from running around.Third,improve the design of the pension system by allocating part of the state-owned capital to replenish the social security fund,improving the mechanism of pension planning and payment adjustment,raising the minimum number of years for the payment of the basic endowment insurance for enterprise employees,and making policies to encourage the delayed receipt of pension.Fourth,strengthen the individual pension system,reduce the pressure of fund balance,and enhance the level of national pension security.
