With the rapid development of economic globalization,state-owned enterprises play a leading role in making up for market defects,consolidating the economic foundation of socialist system and national economy.For the state-owned science and technology enterprises,scientific and technological personnel are the main productive forces,effective incentive mechanism plays an important role in promoting the implementation of enterprise strategy.At present,the state-owned enterprises continue to deepen the reform,there are still many problems in the process of implementing the incentive mechanism,it is difficult to achieve breakthrough and innovation,most of them stay in the traditional and single level,lack of scientific and systematic incentive methods,and the loss of scientific and technological talents is serious.This paper takes Company A as the research object.It is a state-owned technology-based enterprise and a public welfare enterprise that supports the municipal party committee and government to solve the pain points and difficulties of urban public safety,forward-looking and comprehensive research institutions.Scientific and technological personnel are the main productive forces of the company,but because the company has not been established for a long time,and is affected by the constitution of municipal first-level state-owned enterprises,and its own incentive mechanism is not perfect,the current salary system is not enough.Scientific and technological personnel have not played a positive role in improving innovation and promoting full exertion of subjective initiative.In this paper,a state-owned enterprise a as the research object,using the methods of literature research,questionnaire survey and data analysis,studies the incentive system of scientific and technological personnel in state-owned a enterprise.Through the questionnaire survey,it is found that there are some problems in the salary system of state-owned a enterprises,such as the lack of scientific rationality of the salary management system,the indistinct differentiation of salary levels and the absence of a scientific performance appraisal system.Through the research on the incentive problems of state-owned a enterprises,this paper analyzes the background of state-owned enterprises,personnel structure,and current salary performance system.Finally,it puts forward suggestions for the implementation of the compensation incentive system of company A,including the differential design of compensation levels based on post value,the optimization of compensation structure,the linkage between compensation and performance appraisal,and the design of dynamic compensation adjustment mechanism.and puts forward targeted optimization programs from the aspects of human resource support system,value-added incentive system,career development,and talent training.Under the existing physical framework of state-owned enterprises,a set of scientific and feasible incentive system should be established to solve the problems existing in the incentive of scientific and technological personnel in similar enterprises from the perspective of practice,promote the stability of talents in state-owned enterprises,and realize the common development of enterprises and talents. |
