Research On The Measurement And Influencing Factors Of Rural Revitalization And Development Level In The Yangtze River Economic Belt

The Yangtze River Economic Belt is a crucial regional economic belt in China,covering around one-fifth of the country and having a significant agricultural economic status.Implementing the Rural Revitalization Strategy and fostering the modernisation of agriculture and rural areas is a crucial job in the overall construction of a robust socialist modern country.The Yangtze River economic belt’s overall development depends heavily on rural revitalization.By summarizing the dynamic mechanism of rural revitalization,this paper comprehends the Yangtze River economic belt’s rural development status,comprehensively evaluates the Yangtze River economic belt’s Rural Revitalization and development level from five perspectives,analyzes the influence relationship between internal and external factors,and offers recommendations for the Yangtze River Economic Belt’s Rural Revitalization.This paper combs the basic theory of rural construction with China’s practical experience,summarizes the development mechanism based on "one goal,two principles,three elements,four relations,and five aspects," describes the rural development situation of the Yangtze River economic belt from the perspectives of agricultural economy,rural environment,and farmers’ income,and constructs a rural development mechanism that includes industrial prosperity,ecological livability,and agricultural prosperity.The Yangtze River economic belt’s complete evaluation index system of Rural Revitalization and Development Level is made up of 5 first-class indicators,15 second-class indicators,and 39 third-class indicators like living well-off.Using the critical-topics-gr method and the index system,this paper evaluates the Rural Revitalization and Development level of 11 provinces and cities in the Yangtze River economic belt from 2016 to 2019,and analyzes it from the five aspects of industrial prosperity,ecological livability,rural civilization,effective governance,and rich life,as well as the three regions of the long,middle,and short waterways.The following are the conclusions:(1)The Yangtze River Economic Belt’s Rural Revitalization and Development level increased gradually from 2006 to 2019,with an average yearly growth rate of 1.13%.(2)The five components of Rural Revitalization in the Yangtze River Economic Belt have varying levels of growth from 2006 to 2019.The development trend of industrial prosperity,ecological livability,rural civilization,and wealthy living is good,but effective governance and development vary a lot,and it started to demonstrate progress from 2018 to 2019.(3)In terms of the Yangtze River economic belt’s upper,middle,and lower reaches,the disparity in levels of Rural Revitalization and Development between the three areas has gradually shrunk.The benefits and drawbacks of Rural Revitalization and Development across the entire region from 2006 to 2017: downstream > midstream > upstream.The midstream region outperformed the downstream region from 2018 to 2019.(4)There is still a gap in industrial prosperity,affluent life,and effective governance based on changes in the five characteristics of Rural Revitalization in the top,middle,and lower portions of the Yangtze River economic belt from 2006 to 2019.The number of rural permanent residents reflects the element of "people" in the countryside,the total area of household contracted cultivated land reflects the element of "land" in the countryside,the amount of fixed asset investment completed by rural households reflects the element of "money" in the countryside,the expenditure on agriculture,forestry and water reflects the external investment,adheres to the principle of giving priority to the development of agriculture and rural areas,reflects the external environment with the urbanization rate,and adheres to the principle of integrated development of urban and rural areas.A panel data model is constructed using these five variables as explanatory variables and the comprehensive evaluation value of Rural Revitalization and Development level of 11 provinces and cities in the Yangtze River economic belt from 2006 to 2019,which is judged as stable panel data by unit root test.The model’s final fitting findings are as follows:The number of permanent residents in rural areas,agricultural,forestry,and water expenditures,and the rate of urbanization all have a favorable impact on rural revitalization and development.Rural Revitalization is unaffected by the total circulation area of household contracted cultivated land,and the total quantity of rural household fixed assets investment is detrimental to Rural Revitalization.It is advocated,based on demonstration,that agricultural and rural areas be prioritized for development and that rural revitalization be implemented extensively.Create a mechanism for coordinated development and close the regional divide.Strengthen the grass-roots governance system and governing capacity by modernizing it;Activate the factor market and encourage a free flow of goods;Adherence to the integrated development of urban and rural areas,promotion of new urbanization,and other ideas to improve the Yangtze River economic belt’s Rural Revitalization.
