Research On The Improvement Of Comprehensive Development Level Of Farmers And Herdsmen Professional Cooperatives In Naiman Banner Under The Background Of Rural Revitalization

The report of the 19 th Party Congress put forward the rural revitalisation strategy,pointing out that the government should continue to deepen the structural reform on the supply side of agriculture,promote high-quality development of the three rural areas,and encourage,support and guide the development of the cooperative economy in rural areas.In December 2021,the Central Rural Work Conference also In December 2021,the Central Rural Work Conference also proposed to nurture and develop and strengthen farmers’ professional production cooperatives,support and guide farmers’ professional production cooperatives to develop from planting and animal husbandry to the "integration" of production,processing and marketing;to take the lead in founding cooperative associations and support leading enterprises to effectively connect with cooperatives;to improve the benefit distribution mechanism and guide the new agricultural management system to We should improve the mechanism of benefit distribution and guide the new agricultural management system to effectively connect with the more scattered farmers and promote the integration of interests.However,farmers and herdsmen professional cooperatives still face internal and external difficulties and problems in the process of development,and these problems have obviously affected the sustainable development of farmers and herdsmen professional cooperatives,which must be adapted to local conditions to play the function of cooperatives as a link and carrier,in order to promote the effective development of farmers and herdsmen professional cooperatives,and thus to a certain extent promote the steady development of the modernisation of the farming and herding industry in farming and herding areas.This paper takes 102 farmers and herders’ professional cooperatives in Naiman Banner of Tongliao City as the specific research object.Through field investigation and visits,we analyse the institutional construction,infrastructure construction,staffing rationality and production and operation situation of farmers and herders’ professional cooperatives in this banner.The study also proposes measures to optimise resources,support from relevant departments,management systems and human resources.This study provides a policy basis and a solution for the effective development of Nayman Banner farmers and herders’ professional cooperatives,as well as an empirical reference for the operation of farmers and herders’ professional cooperatives in ethnic areas represented by Nayman Banner,and a theoretical support for the sustainable development of Nayman Banner farmers and herders’ professional cooperatives.Using industrial organisation theory,cooperative economy theory and collective action theory as guidance,and then using literature research,survey research and empirical analysis,this study analyses and researches Nayman Banner farmers’ and herdsmen’s professional cooperatives,and finally proposes corresponding strategies to improve the comprehensive development level according to the existing problems and their causes: optimising resource allocation,promoting industrial restructuring and scale development;improving the rural financing market and giving play to the leading enterprises’ driving role;establishing a sound internal management system and improving the organisation level;and guaranteeing the supply and training of talent elements and strengthening the construction of talent teams.
