| China’s economy has entered the stage of high-quality development,and green development is the background of high-quality development and the inevitable choice for China’s cities to get rid of the "extensive" development mode.Beijing-Tianjin-Hebei urban agglomeration is one of China’s mega urban agglomerations and the third pole of China’s economic growth.It has close regional ties and rapid economic development.However,relying on the "extensive" development mode of high energy consumption,high emission and high pollution,while promoting economic growth,Beijing-Tianjin-Hebei urban agglomeration is also facing a series of problems such as resource shortage and environmental degradation.Only by comprehensively grasping the relationship between economy,resources and environment,taking the road of green development and continuously improving the efficiency of green development is the key to the high-quality development of regional economy.Taking Beijing-Tianjin-Hebei urban agglomeration as the research object,this paper analyzes the current situation of regional green development from three aspects of economy,energy and environment by combing the literature and relevant theoretical basis at home and abroad.On this basis,this paper brings the economic,energy and environmental indicators into the efficiency evaluation system at the same time,uses the Super-SBM model to measure the green development efficiency of cities in the Beijing-Tianjin-Hebei urban agglomeration in the past 14 years,and uses the GML index model to investigate the dynamic evolution process of regional green development efficiency.Finally,the level of economic development,industrial structure,openness,urbanization,scientific and technological innovation and environmental regulation are selected as explanatory variables,and the panel Tobit model is used to empirically test the direction and degree of each influencing factor on the efficiency of green development,so as to provide reference for relevant functional departments of Beijing,Tianjin and Hebei to promote regional green development.The results show that:(1)The overall green development efficiency of BeijingTianjin-Hebei urban agglomeration shows a fluctuating upward trend,and the green transformation has achieved preliminary results.In terms of cities,there is a certain gap in the green development efficiency of each city,and the trend of change with time is different.(2)From the dynamic analysis results of green development efficiency,the total factor productivity of urban agglomeration shows a continuous growth trend after experiencing fluctuations,and the contribution of technological progress is higher than that of technological efficiency as a whole.In terms of cities,all cities show technological progress on the whole,but the changes of technological efficiency are different.(3)The level of economic development,the proportion of tertiary industry,the level of science and technology and environmental regulation have a significant role in promoting green development efficiency,the level of urbanization has a significant inhibitory effect on green development efficiency,and the degree of opening to the outside world has a negative relationship with green development efficiency,but it has not passed the significance test.According to the above conclusions,this study believes that the green development of Beijing-Tianjin-Hebei urban agglomeration is generally good,but there are still deficiencies.In order to further improve the regional green development,the following suggestions are put forward: First,optimize the industrial structure and promote the green transformation;Second,build green towns and advocate the concept of green consumption;Third,promote scientific and technological innovation and promote green development;Fourth,strengthen environmental institutional innovation and strengthen regional collaborative governance. |
