In the background of the global economic integration, urban agglomeration as the most basic unit of competition is now divided about scholars and policy makers. There are more and more researches about the urban agglomeration in the world. City group is set as the main body of new type of urbanization at the meeting of Central Urbanizational Working Conference.And the impetus of urbanization is regional sustainable development.The study on the radiational range of space level about urban agglomeration is conducive to optimize the regional spatial structure and make the region’s cities unite each others. At the same time, they can form a powerful comprehensive competitiveness.These can drive the coordinated development of urban and rural economy, promote the regional urbanization and achieve the goal of collaborative development.Based on the analysis of domestic and international background, this paper reviews the definition and the spatial theory of urban agglomeration. I sum up the practice of the urban agglomeration scope of radiation in the past time. Then I research the Beijing-Tianjin-Hebei urban agglomeration spatial levels of radiation. In order to determine the spatial structure of Beijing-Tianjin-Hebei urban agglomeration, Firstly, based on the evaluation of comprehensive power about the cities of Beijing-Tianjin-Hebei region, I put the urban area of Beijing and Tianjin-binhai as the core city of the Beijing-Tianjin-Hebei urban agglomeration. I found that the Beijing-Tianjin-Hebei city group showed obvious dual core structure. In order to differentiate the inside of the urban agglomeration’s spatial hierarchy, I put the urban area of Beijing and Tianjin-binhai new area as the center and divide them into the two hours commuting circle. Then according to the urban commuter circles, the economic and social relationship of core city divides the radiation level range. Then I come the results, Beijing city and Tianjin-Binhai new area are the core cities of Beijing-Tianjin-Hebei urban agglomeration. Surrounding areas of the core city like Daxing district, Changping district, Tianjin city, Baoding city, Cangzhou city, Tangshan city, Langfang city, they all become the key developed area of Beijing-Tianjin-Hebei urban agglomeration. Pinggu district, Baodi district, Zhangjiakou city, Qinhuangdao city, Chengde city, Hengshui city, Dingzhou city become the main developed area of Beijing-Tianjin-Hebei urban agglomeration. The other cities outside the core city two hours commuting circles are radiation impetus area. Other cities outside two hours of radiation are radiation peripheral. Beijing-Tianjin-Hebei region layout can refer to the level of urban agglomeration spatial scope of radiation, so as to maximize the comprehensive benefits of a city. This paper finally briefly describes the problem of Beijing-Tianjin-Hebei city group in the development process. To realize the coordinated development of Beijing- Tianjin and Hebei city group, we need to find a breakthrough in the aspect of the integration of public services, the construction of the ecological environment, industrial structure, the reasonable layout of industrial structure and so on.
