Study On The Implementation Of Innovation Voucher Policy In J District,Yangzhou City

As a public policy,the innovation voucher policy is a tool issued by the government to enhance the initiative of enterprises in innovation activities and guide them to increase their investment in science and technology innovation,which has been used in many regions in China during the 13th Five-Year Plan period.In the process of implementing the innovation voucher policy,the science and technology and finance departments first approve the declaration materials of enterprises with innovation needs,and then issue innovation vouchers to those enterprises that meet the requirements,and then the enterprises that receive the innovation vouchers purchase services from universities and research institutions.In the 14th Five-Year Plan period,various historical goals and opportunities converge,the innovation-driven development strategy is further deepened,and the performance of science and technology innovation policy implementation is given more attention.Based on the Stakeholder Theory,innovation incentive theory and time lag theory of fiscal policy,the article introduces the concepts related to innovation vouchers:including the definition of innovation vouchers,the implementation background and the implementation situation.Starting from the content and operation procedures of the innovation voucher policy implemented in J district,the three-dimensional framework of subject-carrier-process is used to analyze the utility generated by the implementation of innovation vouchers in combination with the Smith’s policy implementation process model.The first is the main body level,including the government departments represented by the Science and Technology Bureau and the Finance Bureau,the enterprises that apply for and are granted the innovation vouchers,and the R&D institutions of science and technology,etc.,in the process of implementing the innovation vouchers and the impact on each body after the implementation;The second is the carrier level,i.e.the analysis of the use of scientific and technological resources and dual-innovation carriers;The third is the analysis of the implementation process of innovation vouchers,with the goal of high-quality development of the industrial economy and the efficiency of the use of funds as the grip.Based on the analysis of the three levels of the three-dimensional framework,we point out the problems and analyze the causes of the three levels of the implementation of the innovation voucher policy in J district,study the experience of the implementation of the innovation voucher policy in advanced regions in China,At the level of subject,vehicle and process,propose countermeasures to improve the implementation of the innovation voucher policy in J district of Yangzhou.
