Research On The Evaluation Of The Effectiveness Of Science And Technology Innovation Voucher In Guangdong Province

The small and medium-sized enterprise is the most dynamic group in the process of China's economic and social development,and plays an irreplaceable role in it,the strength of the innovation ability of small and medium-sized enterprises,directly related to China's economic and social transformation and upgrading of the success,but due to various reasons,the innovation ability of small and medium-sized enterprises is generally long-term weak.Innovation voucher which is issued by the government aims to promote an effective proof of technological innovation of small and medium-sized enterprises,to stimulate them to cooperate with universities,scientific research institutions to carry out research and innovation.Innovation voucher is an important means to improve the innovation ability of small and medium sized enterprises.Guangdong is China's first province to support carry out innovation voucher policy.Innovation voucher was launched in 2015,with more than two years of innovation voucher policy carried out,it has achieved some good results,but the at the same time it also has many disadvantages.Study on the effect of innovation vouchers has great significance to further promote the innovation vouchers of Guangdong Province.First of all,this paper is based on the theory of regional economic theory,the theory of science and technology innovation,the theory of public policy,then explains the concepts of innovation and innovation vouchers,analyzes the characteristics and types of innovation vouchers,and introduces the relevant theories used in this paper.Secondly,based on the assessment of technological innovation policy at home and abroad on the theory and practice of the government and enterprises,select the combination of assessment methods,assessment work of Guangdong province science and technology innovation voucher policy implementation effect.By comparing the characteristics of the quantitative and qualitative evaluation methods,the quantitative and qualitative evaluation methods were selected.According to the three categories of supply,demand and environmental policy,the paper constructs an evaluation index system consisting of 1 first levelindex,3 level two indexes and the 13 grade indexes,The statistical data from 2014 to2016 as the evaluation sample,calculate membership degree using fuzzy comprehensive evaluation method,calculate the weight value of entropy value method.And the two are multiplied to get the evaluation results of each evaluation index in the past 3 years.After the analysis of the effect of the implementation of innovation vouchers,this paper also discussed the problems existing in the process of the implementation of the science and technology innovation voucher policy in Guangdong Province,and puts forward some corresponding countermeasures.The results of this study show that,in 2016,the effect of the implementation of scientific and technological innovation certificate is better than in 2015,the effect of the implementation of scientific and technological innovation coupons has been revealed to a certain extent.The effect of science and technology innovation voucher policy is the most prominent,and the effect of the implementation of the policy of science and technology innovation voucher is the second.innovation vouchers environmental policy needs to be improved.On the whole,the policy of science and technology innovation voucher has played an important role in stimulating the small and medium-sized enterprises to increase the input of innovation resources,improve the ability of innovation,and promote the development of economy and society.
