Research On The Issue Of Government Procurement Information Disclosure In Mianyang High-Tech Zone

Since my country implemented the Government Procurement Law in 2003,the status of government procurement in the national economy has become more and more important.The scale of national government procurement has increased from 165.943 billion yuan in 2003 to 336.7 billion yuan in 2019,an increase of nearly 20 times.This increase is at the top of the scale of government procurement in all countries in the world.There is still a lot of room for the development of government procurement in my country in the future.Government procurement is called "purchasing under the sun." Its essence requires that government procurement information must be open and transparent.The government procurement information disclosure system is one of the main guarantee systems to meet this requirement.Therefore,information disclosure is very important for government procurement.The "Administrative Measures for the Release of Government Procurement Information"(Order No.101 of the Ministry of Finance)implemented in March 2020 provides more detailed regulations and guidance on the release of government procurement information on the basis of previous laws and regulations.It shows that my country attaches great importance to the disclosure of government procurement information,and relevant requirements and norms are constantly improving.The scale of government procurement in Mianyang High-tech Zone has been increasing year by year,and the amount of government procurement information disclosure has also increased year by year.Government procurement information disclosure has achieved certain results.However,in the actual work of local government procurement information disclosure,the requirements of the government procurement information disclosure system have not been fully met,and there are still many problems in practice.This article adopts the research principle of combining theory and practice,takes the government procurement information disclosure of Mianyang Hi-tech Zone as the main research object,and follows the basic idea of "research and analysis of current situation-summary and analysis of problems and their causes-proposed countermeasures".Consult the literature to collect and sort out the relevant results of domestic and foreign scholars’ research on the disclosure of government procurement information.Secondly,guided by the theory of people’s sovereignty,the right to know and the hypothetical theory of "economic man",through collating actual work data,conducting questionnaire surveys,and conducting interviews.To grasp and analyze the basic status quo of the government procurement information disclosure of Mianyang High-tech Zone,including the objectives,content,methods,systems,and results achieved,and further analyze and summarize the current Mianyang High-tech Zone government procurement information disclosure in terms of content,process,channels and supervision Existing practical problems,and the related reasons that caused these problems.Finally,starting from the actual situation of Mianyang High-tech Zone,combined with relevant theoretical foundations,comprehensively proposed improvement measures for government procurement information disclosure in Mianyang High-tech Zone,providing feasible suggestions for optimizing the government procurement information disclosure management mechanism of Mianyang High-tech Zone and improving the quality of information disclosure.It also provides a reference for similar development zones to promote the disclosure of government procurement information.
