Study On The Impact Of Confirmation Of Farmland Rights On The Marketization Of Land Transferring From Households With Transferred Out

From the perspective of factor mobility,the family joint production contract responsibility system established in the early days of reform and opening up is already difficult to adapt to the development of rural and agricultural economics in the new era,and it is urgent to implement land system reform.The reform of rural land confirmation and issuance under such a background will help to clarify the property rights of agricultural land,induce the formation and development of the market-oriented scale of land transfer,accelerate the process of agricultural modernization,and then achieve rural rejuvenation.Based on this,this paper uses the survey data of farmers in Guangdong,Guizhou,Henan,Jiangsu,Jiangxi,Liaoning,Ningxia,Sichuan,and Shanxi in 2015 to describe the current status of land confirmation and land transfer in China.The theoretical framework of this article is construced based on modern property rights theory and transaction cost economics.Using a binary logistic model and an ordered logistic model,measure the effects of returning to the agricultural land and confirming the right of land transfer on the standardization of the land transfer object,the advanced object of the transfer,the regularization of the transfer contract and the clear long-term transfer period from the two levels of willingness and actual behavior.Last but not the least,compare the impact of confirmation of rights on farmers’ willingness to transfer and actual behavior,analyze the reasons for the differences.And policy recommendations are proposed with a view to further improving agricultural land rights determination policies and regulating the land transfer market.The research results show that the confirmation of farmland ownership does not have a significant impact on whether the actual land transfer object of the farmer is relatives or friends,the form of the transfer contract,and the length of the transfer period,but it has a significant positive impact on the willingness of the farmer to transfer the land.The land transfer object,transfer method and transfer period of farmers’ will change to rational direction,and the development from non-marketization to marketization.To translate the effect of the determination of agricultural land rights on land transfer into actual impact,it is necessary to further increase the promotion and implementation of the policy,coordinate the relationship between the policy of affirming the power of farmland and the order of rural governance,Optimizing the market mechanism of land circulation.
