Study On The Current Situation And Development Strategy Of Targeted Poverty Reduction In China

After 18 th National Congress of the Communist Party of China was held,targeted poverty reduction in China is gradually on the right track and achieved good results.The poverty population is gradually decreasing,The income,mental outlook and employability of the poor are all moving toward a healthy and positive direction.The targeted poverty reduction work in our country is sustainable.Although the performance of targeted poverty reduction work is positive,it still has many aspects that need us to improve.The targeted poverty reduction work needs to be more comprehensive and more accurate.Through data analysis obtained from the national bureau of statistics,China’s rural poverty population has been significantly reduced and the incidence of poverty has been decreasing.In three part of the eastern,central and western regions in China,the west,with the largest number of poor people,has also seen the largest decline in poverty.In the east,poverty is the lowest,and the proportion of the poor is the highest..Farmers’ income in poor areas,thanks to harvest in the poor areas and the precision of targeted poverty reduction policy guidance,Per capita disposable income in poor areas increased year by year,income growth speed in the impoverished parts of the average level in the countryside.From the field survey,I have found that targeted poverty reduction work in China has achieved a lot,but there are still many problems.In the identification of poverty alleviation objects,it is difficult to distinguish between the poor and the non-poor.Due to the complicated historical reasons,China’s urban and rural dual structured problem is very serious,the lack of rural labor force,the infrastructure construction in the poor areas is not satisfactory,all these problems hinder the progress of the the poverty alleviation work;Policy implementation also appeared deviation,as leaders of their positioning is not accurate,the lack of the supervision system and too much people consider their own interests,lead to outstanding policy did not play a proper effect;The poverty relief structure is incomplete,which is reflected in the lack of capacity and structure of the support team.Therefore,faced with the current situation of poverty alleviation in China and many problems,we should find a solution to the problem as soon as possible.The main point of this paper is to systematically put forward the methods to improve the targeted poverty reduction work.It points out the thought,meaning,principle and practice of each measure.Studies believe that the targeted poverty reduction work need to improve the precision poverty alleviation effect evaluation system,the effect of policy implementation,to the effect of poverty alleviation through education,infrastructure construction,poverty alleviation and responsibility to carry out the comprehensive evaluation of effect,to ensure implement poverty alleviation effect evaluation;Then put forward the comprehensive promotion rural professional cooperatives for poverty alleviation,the cooperative is one of the most effective carrier of the poverty alleviation work,this article from the top design,the introduction of personnel,capital investment,project selection and other aspects put forward a complete cooperative system,guarantee the effect of poverty alleviation of rural professional cooperative play a proper;At the end of the paper through the understanding of "precise",put forward to build a multi-angle aiming mechanism,in order to solve now accurate identification and accurate help help,precise management,precise evaluation on existing problems.
