Research On The Implementation Dilemma And Promotion Strategy Of Chinese Archival Documentary Heritage Project

General Secretary Xi Jinping pointed out that "we should make the cultural relics collected in museums,the heritage displayed on the vast land,and the words written in ancient books come to life".In order to actively respond to the call of the Memory of the World Project,China officially launched the Chinese Archival Documentary Heritage Project in the millennium,whose implementation is conducive to strengthening the awareness of preserving precious archival documentary heritage,enhancing the influence of archival documentary heritage,and further promoting Chinese culture.By 2023,the List of Chinese Archival Documentary Heritage has included five batches of 198 pieces(groups)of Chinese archival documentary heritage,and together with the List of Local Archival Documentary Heritage and the Memory of the World Asia-Pacific List,the Memory of the World List has built a list system of Chinese archival documentary heritage.In addition,the 14 th Five-Year Plan for the Development of National Archives also clearly proposes the project of enhancing the influence of archival documentary heritage as a key development object.In this context,the research on archival documentary heritage in China has been booming.However,the current research focuses on a single archival documentary heritage and the List of Chinese Archival Documentary Heritage,with less attention paid to the development process,existing dilemmas and the promotion of the project.In order to explore the above issues,this paper mainly makes the following studies.First,it defines the concept of Chinese archival heritage project and introduces the construction history of the project;Second,taking the National Archival Development Plan of the 14 th FiveYear Plan as a benchmark,this paper discusses the policy progress in three aspects: highlevel leadership,local promotion,and the relaunch of the selection process.This part is the foundation of this paper.Third,through the above survey and analysis,the dilemmas faced by the development of China’s archival documentary heritage project are clarified,including insufficient attention,poor policy structure,weak promotion,insufficient resource supply and regional development imbalance,and then targeted strategies are proposed to promote the project,including training social atmosphere,optimizing policy structure,innovative forms of promotion,strengthening resource integration and bridging the development gap,which solves the problem of "how to do",thus enriching the theoretical value and practical significance of this paper.Fourthly,in order to make the discussion in this paper more rational and systematic,the declaration of "Shaolin Temple Patriarchal Archives",in which I participated,to the "List of Chinese Archival Documentary Heritage" is taken as a case study.The origin of the declaration of Shaolin Temple,the content of the declaration,the history of the declaration,and the significance of the declaration are discussed in depth,and the five major development experiences of "Shaolin Temple Patriarchal Archives" are summarized,i.e.,reshaping the concept,sound system,securing resources,strengthening management,and promoting even.On the whole,this study is a comprehensive explanation of the "history" of the Chinese archival heritage project from the whole to the specific,from the macro to the micro,and provides ideas and inspiration for the development of the archival heritage project and archival career in China.
