| In order to reduce the huge negative impact on social development caused by the frequent occurrence of various disasters,how to scientifically and reasonably plan the emergency logistics network is a key issue to ensure the efficient implementation of post disaster rescue.The location allocation of emergency facilities is one of the key decisions in the emergency logistics network planning.However,disaster events have different impacts on emergency facilities,which are heterogeneous.Therefore,on the basis of considering the heterogeneity of emergency facilities,how to carry out emergency logistics network planning and ensure the stability of emergency logistics network structure and operation state is an urgent problem to be solved to maintain the efficient operation of post disaster emergency logistics activities.Firstly,from the perspective of network science,this paper regards the emergency logistics network as a complex network.Taking the actual transportation network as the background,according to the characteristics of the emergency logistics network,this paper selects appropriate network model modeling rules,and constructs the weighted emergency logistics network models in the disaster preparedness stage and the response stage respectively.Based on the complex network theory,taking the network structure and network operation state of the emergency logistics network as the research object,the static vulnerability analysis and dynamic vulnerability analysis of the constructed weighted emergency logistics network are carried out respectively,and the heterogeneity is characterized by the vulnerability of emergency facilities.Through the method of simulation,the quantitative indexes of static vulnerability of emergency facility nodes and emergency transportation links are obtained.Combined with the definition of network dynamic vulnerability,a quantitative function of dynamic vulnerability of emergency logistics network operation state is constructed.Secondly,this paper studies the key decision-making emergency location allocation in emergency logistics network planning,and discusses the impact of network static vulnerability on the location and layout decision of emergency facilities in disaster preparedness stage and the impact of network dynamic vulnerability on the emergency material allocation decision in response stage.For the location and layout of emergency facilities in the disaster preparedness stage,considering the traditional cost and efficiency,the vulnerability of emergency facilities nodes and emergency transportation links is included in the location allocation optimization model of emergency storage.Design and apply NSGA-Ⅱ algorithm to solve the model,compare and analyze the solution results with the location allocation scheme of emergency reserve without considering the static vulnerability,and analyze the key parameters in the model.For the problem of emergency material allocation in response stage,based on scenario analysis,on the basis of ensuring the minimum expected operation cost under different interruption scenarios,the global efficiency and dynamic vulnerability of the network are included in the location allocation model of emergency reserve.NSGA-Ⅱ algorithm is also applied to simulate and solve the model under the Tornado Event in Yancheng City,Jiangsu Province in 2016.The solution results are compared with the location allocation scheme of emergency reserve without considering dynamic vulnerability,and the material allocation schemes under different interruption scenarios are compared and analyzed.Finally,the conclusions are summarized and relevant management suggestions are put forward to provide useful reference for decision-makers to make scientific and reasonable emergency logistics network planning decisions. |
