| In August 2021,in order to implement the relevant policies of after-school extended service and the need to fully implement the "double reduction" policy,further promote the smooth implementation of after-school extended service and meet the different needs of students and parents,the Lhasa Education Bureau issued the "Lhasa City Primary and Secondary School After-school Service Implementation Plan"(hereinafter referred to as the "Plan").).Starting from the fall of 2021,the "5+2" model will be implemented,i.e.schools should arrange after-school extended hours services five days a week,and the length of each day should not be less than 2 hours.After-school service does play a significant role in solving the problem of picking up and dropping off the children of double-income workers,but because of the short time that Lhasa Chengguan District after-school extended service is carried out,some unexpected difficulties will inevitably arise.What is the effect of the "5+2" after-school extended hours service? Are parents and students satisfied with the implementation of this policy? Can schools keep up with the appropriate configuration and logistics?......These are the questions we need to know.Only by understanding the current situation of after-school extended hours service in Chengguan District in the past year,discovering the problems and shortcomings and improving them,can we provide references and lessons for the implementation of after-school extended hours service in Chengguan District and other areas in Tibet.As participants and beneficiaries of the after-school extended service policy,parents’ ideas and opinions have important reference values for schools to improve and enhance in various aspects,as well as for the formulation and implementation of education department policies.In view of this,the author mainly takes the implementation of the after-school extended hours service as the basis and the satisfaction of parents as the perspective of this paper,and carries out this study through the current situation of the after-school extended hours service in elementary school in Chengguan District,Lhasa.In this paper,the current situation of after-school services is investigated through interviews and questionnaires,and the data obtained are analyzed and summarized.The study will use satisfaction theory,holistic development theory,and stakeholder theory to identify the demand orientation and current problems of after-school extended day services.Based on this,we will explore the needs of students’ parents and the difficulties encountered in the process of policy operation,so that this policy can better promote the development of educational equity and can truly benefit people’s livelihood.The main concern of this study is to conduct a systematic analysis of the development of after-school extended hours services in elementary school in Chengguan District,Lhasa,based on parental satisfaction and stakeholder perspectives,to identify relevant factors affecting parental satisfaction and to analyze the relevant reasons for their generation.Through the study,the causes affecting parental satisfaction were found to be focused on the following three aspects:First,as the main place to carry out after-school services-schools mostly suffer from low willingness to participate and lack of relevant systems and logistical support.Second,the policy of after-school extended hours service has greatly increased the workload of teachers,resulting in lower motivation and increased burnout,which often indirectly affect the effectiveness of after-school extended hours service.In addition,as on-campus teachers,they are unable to meet the individual development needs of all students.Third,there is a lack of policy support and protection in terms of relevant documents.Through a systematic analysis of the causes,specific optimization paths are proposed.After analyzing the primary data such as questionnaires and interviews of after-school extended hours services,it is found that the objective reasons affecting the satisfaction of after-school extended hours services mainly focus on teacher strength and logistical support,etc.In response to the problems arising from them,relevant analyses are conducted and corresponding solutions are also attempted to be proposed.First of all,through the joint participation of family,school and society,we can alleviate the problem of insufficient teachers for students’ personalized development.Secondly,we should improve the relevant systems and formulate detailed implementation guidelines for after-school extended hours services.Finally,a complete teacher evaluation and incentive mechanism should be established to motivate teachers and encourage the participation of outside forces in the implementation of the service. |
