In July 2021,the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the guidelines to ease the burden of excessive homework and off-campus tutoring for students undergoing compulsory education(hereinafter referred to as the "double reduction" policy).As a livelihood project,the promulgation of the "double reduction " policy has stimulated the upsurge of domestic schools to actively promote after-school services.With the full coverage of school after-school services in the compulsory education stage,rural schools encountered difficulties and bottlenecks in the process of development.The first chapter introduces the reason for choosing this topic and the significance of the research.Through reviewing the research progress of after-school service at home and abroad,it defines the two core concepts of after-school service and stakeholders.The second chapter introduces the stakeholder theory and its application in the field of education.According to previous theoretical experience,stakeholders in after-school services are classified,and it is determined that the core stakeholders in after-school services mainly include school administrators,teachers,and students.In the third chapter,76 instructors and 886 students—the main participants in the after-school programs at four rural primary schools in L County—are questioned and interviewed.Eight teachers and four school administrators were chosen to participate in interviews.The survey is mainly conducted around the dimensions of understanding,implementation and effectiveness of after-school services.The survey results indicate that different stakeholders have clear responsibilities for after-school services;Different stakeholders participate in after-school services;Different stakeholders only partially meet their needs;High consistency in evaluation of different stakeholders.The main problems with after-school services in rural primary schools are that after-school services are difficult to meet the needs of different stakeholders;There is a communication dilemma between different stakeholders in after-school services;Lack of targeted evaluation of different stakeholders in after-school services.After analysis,it can be concluded that the main causes are the positioning deviation of different stakeholders in after-school services;Lack of collaborative ideas among stakeholders;Lack of after-school service resources supply;Lack of evaluation mechanism for after-school services.On the basis of referring to relevant literature theory and experience in implementing after-school services in other regions,and coordinating the different needs of stakeholders,strategies for improving after-school services in rural primary schools are proposed in Chapter 5,including clarifying the value orientations of after-school services for different stakeholders;Collaborating multiple stakeholders to form a collaborative force for after-school services;Optimizing the supply of after-school service resources through multiple channels;Constructing an after-school service evaluation system based on the responsibilities of different stakeholders.From the perspective of stakeholders,we hope to explore and analyze the after-school services in rural primary schools,comprehensively and systematically examine the current situation and development difficulties of after-school services in rural schools,improve the practical difficulties of rural primary schools,and provide solutions for the high-quality development of after-school services in rural schools.At the same time,we call on all sectors of society to actively participate,share after-school service resources,solve rural school problems,and promote the healthy development of after-school services in rural schools.
