| With the comprehensive development of the "Healthy China 2030" strategy,the number of people taking physical exercise in China is growing rapidly.As an important part of healthy China,school physical education assumes the important mission of promoting people’s physical health.At the same time,the Party and the state have issued a series of school physical education policy documents.Our school physical education work still has many deficiencies.Therefore,combining with relevant theories and social reality,this paper analyzes the text related to school physical education policy from the perspective of attention allocation and analyzes the existing problems,which not only plays an important guiding role in the subsequent formulation and improvement of relevant school physical education policy,Moreover,it has important practical significance to improve the implementation effect of the policy,optimize the resource allocation of the policy,and promote the reform and development of school physical education.The "Major work points of the Ministry of Education" is an annual document published by the Ministry of Education,which covers the important contents of the Ministry’s work in the current year.The document will be printed and distributed to educational administrative organizations at all levels,which can fully show the specific plan for the development of education in China.Therefore,through the text analysis of the main points of the work of the Ministry of Education,we can sum up the situation and trend of attention allocation of school physical education policy.Based on this,this paper uses literature analysis,content analysis,logic analysis,mathematical statistics and other research methods to analyze the policy texts on school physical education in the Key Points of the Ministry of Education from 1987 to2022,and analyzes the factors affecting the attention allocation of school physical education policy.The optimization strategies and suggestions for promoting attention allocation of school physical education policy are put forward,the following conclusions are drawn:(1)The development of school physical education policy in China has experienced three stages: the initial stage of the policy,the stage of transformation and development,and the stage of comprehensive promotion.The relative attention intensity of school physical education policy promoted by the Chinese government has maintained a high level,and the attention intensity of school physical education policy generally shows an increasing trend,but there is still room for improvement.(2)In different stages,the attention intensity of school physical education policy to the field of condition guarantee,teaching quality,extracurricular activities,development and construction,supervision and evaluation and health is constantly changing and has the characteristics of directivity.(3)The connotation of school sports policy in all fields is constantly rich and developing.The internal attention direction of condition assurance field,teaching quality field,extracurricular activities field,development and construction field,supervision and evaluation field,health and health field has changed,and its attention disposition has certain deviation in thinking,structure and stability.(4)Social factors,school factors,teacher factors,and policy factors are the main factors that affect our allocation of attention to school physical education policy. |
