Research On The Public Attention Of Talent Policy Issues And Its Influencing Factors

Currently,talent is an important resource to lead economic and social development has become the social consensus.The competition for talents in the world is becoming more and more fierce,China attaches great importance to the introduction and training of talents,and it also requires local governments to give top priority to talent.Under the guidance of the central government and the Shandong provincial government,Jinan has introduced a series of talent pol icies and supporting measures in recent years,the results show that the new talent policy frequently,but the policy effect is mediocre,many policies promulgated and did not cause a strong social repercussions.In the process of policy implementation,the low degree of public attention to the talent policy becomes the key to hinder the policy implementation and influence the policy effect.This paper studies the current situation of Jinan public' s attention to the issue of talent policy,starting from the attention of talent policy,analyzes the influencing factors of talent policy attention from four aspects:political embeddedness,official media propaganda,social media use and education level,further clarify the relevant factors on the role of talent policy attention path,to promote urban talent policy attention to provide data support and policy recommendations.First,through field interviews to collect the views and cognition of relevant personnel on Jinan talent policy,to understand the degree of concern and possible explanations.Second,the survey was conducted among 1,800 citizens of Jinan,and 1,619 valid questionnaires were collected.The effective recovery rate was 89.9%.Based on the descriptive analysis of the subjects of the survey,this paper constructs the factor model of the talent policy concern by using the ordinal logit model,this paper analyzes the influence path and mechanism of different factors on the degree of talent policy concern.This research takes the talent policy attention as the cut-in point,deeply analyzes the important factors which affect the talent policy attention,the conclusions are as follows:political embeddedness,official media propaganda,and social media use are highly positively correlated with talent policy attention,while education level has no significant correlation with talent policy attention.On this basis,the paper puts forward some reasonable suggestions to improve the degree of concern of urban talent policy.First of all,this paper studies the talent policy attention under the framework of public policy theory,and has some innovation in the research perspective.The research conclusion can provide reference value for other similar cities in China to improve the talent policy attention.Secondly,this paper explores the influencing factors of talent policy attention from the perspectives of political embeddedness and official media publicity,which is innovative to some extent,to provide more intuitive and implementable scientific basis for the relevant departments to formulate measures.
