Employment is the biggest livelihood project,popular project and foundation project,and it is an important guarantee of social stability.Promoting the equalization of public employment services is the realistic need of realizing the strategic goal of the government and the modernization of governance system and governance capacity in the new era,which can be said to have profound significance.In March 2006,the national "Eleventh Five Year Plan" proposed for the first time to gradually promote the equalization of basic public services as the strategic goal of our government,and the equalization of basic public services is one of the important contents.Although the economic development situation continues to improve and the national basic public service system is constantly improving,there are still some shortcomings in China’s basic public service,such as insufficient scale,low quality and unbalanced development.In order to further strengthen the guarantee of public resources investment and improve the ability of co construction and sharing,in January 2017,the State Council specially formulated and issued the 13 th five year plan to promote the equalization of basic public services,which explicitly included "employment and entrepreneurship" as one of the eight projects in the implementation scope of equalization.In October 2020,the Fifth Plenary Session of the 19 th CPC Central Committee adopted the "fourteenth five year plan" and the long-term goal of 2035,and put forward that one of the main goals of economic and social development in the next five years is to significantly improve the level of equalization of basic public services.Therefore,as an important part of ensuring people’s livelihood and realizing the goals of the 14 th five year plan,the equalization of public employment services has a very high research value.However,the existing research results on the equalization of public employment services are relatively few,and there are still many areas to be further improved in terms of concept definition and system construction.Based on the above considerations,this paper focuses on the equalization of public employment services in Jiangxi Province,mainly by sorting out and analyzing the relevant indicators of equalization of public employment services in 11 cities divided into districts in Jiangxi Province,learning from the experience of other provinces,and summarizing the thinking and suggestions on improving the level of equalization of public employment services.First,by consulting the relevant literature,combing and summarizing the existing research results of the equalization of public employment services,and combining with many years of practical experience in public employment services,this paper gives a new definition of the concept of equalization of public employment services.Secondly,according to the principles of policy,typicality and operability,and according to the list of public employment services and common statistical indicators published by Jiangxi Provincial Department of human resources and social security,this paper constructs an evaluation index system of equalization of public employment services including 18 secondary indicators from the three dimensions of "input-output-effect".Thirdly,this paper uses the Entropy TOPSIS analysis method to calculate the equalization of public employment services in 11 cities divided into districts in Jiangxi Province,and concludes that the overall level of equalization of public employment services in Jiangxi Province is low and the gap between cities is large.At the same time,it also concludes that entrepreneurship driven employment is the primary factor affecting the equalization of public employment services The employment of key groups is an important factor affecting the level of equalization of public employment services,and public employment investment is an important guarantee to improve the level of equalization of public employment services.Fourth,by combing the practices of promoting the equalization of public employment services in Beijing,Zhejiang and Yunnan,this paper summarizes the experience and Enlightenment of "accuracy,standardization and informatization can promote the equalization of public employment services" and "strong support is an important factor to promote the implementation and orderly development of the equalization of public employment services".Finally,based on the analysis results of Entropy TOPSIS and the experience of three provinces and cities,this paper puts forward six countermeasures and suggestions,including giving full play to the role of entrepreneurship in promoting employment,increasing the employment security of key groups,increasing the public employment financial expenditure,strengthening the construction of institutions and teams,and strengthening the standardization and information construction,It aims to provide more effective reference for promoting the equalization of public employment services in Jiangxi Province.
