Abstract/Summary:
With the rise of home office during the epidemic period,the demand for display equipment represented by notebook computers,tablets and mobile phones has increased sharply.As the most important component display panel in display equipment,its explosive market demand is particularly dazzling.Due to the high-tech barriers in the panel industry,although China is the largest supplier of LCD panels in the world,the main equipment,components and raw materials for panel production need to be imported from the United States,Japan,South Korea,Taiwan and other countries or regions.In recent years,the customs,as the administrative supervision organization of the import and export business of enterprises,is also using various technical means to speed up the customs clearance of goods on the one hand,and realize the management of goods on the other hand.With the intelligence,refinement and precision of customs management measures,many import and export enterprises are forced to standardize and improve the level of customs management.However,as a representative of advanced manufacturing,the "display panel" industry,because of the changes in the international environment,the complexity of import and export activities,the variety of products,and the special preferential tax policies enjoyed by the state,has a low level of intelligence in customs management compared with other industries,which is extremely disproportionate to the "high,precise and top" attributes of "display panel".The display panel industry urgently needs to develop and apply various advanced means to optimize the customs management process and improve it.This paper selects Company C,as one of the leading enterprises in the domestic panel industry,as the research object,and studies the current situation of the customs management process of Company C through field research,access to the archives of Company C,and interviews with the customs personnel of Company C,and finds that Company C has pain points such as low degree of systematization of customs business,lack of value-added activities in the process and low process efficiency,low accuracy of documents and data input by the process,and insufficient timeliness of information transmission at each activity node.After indepth analysis of each business module,ASME and ECRSI tools were used to diagnose and optimize the business process of Company C,and the process improvement requirements were modeled by structural analysis method.On the basis of combing the customs management process system of Company C,build an enterprise customs management information system platform,formulate a detailed plan for the digital improvement of the customs management process in the display panel industry,and focus on the intelligent improvement of core business processes such as commodity classification,customs declaration,and comprehensive management,and finally use the analytic hierarchy method-fuzzy comprehensive evaluation method to evaluate the effect of process improvement.The customs management system designed in this study has a positive impact on the data standardization and process optimization of Company C,which is conducive to improving the customs management efficiency of Company C,enabling enterprises to continue to meet customs supervision standards,achieving cost reduction and efficiency increase,and at the same time,it also provides a reference for improving the overall intelligence level and customs management efficiency of the display panel industry.
