Research And Implementation Of Paperless Customs System Based On Web Services

Nowadays, in order to provide high quality services, major declaration enterprises use various internal processing management software to enhance their internal management level, and capture customer’s requirement. But the internal software cannot achieve the effective connection between customer’s systems and custom declaration systems. Declaration enterprises have to manually input data many times between internal systems and custom declaration systems when they execute business. Even after having declared, enterprises need to go to custom declaration or check the operation status of declaration system frequently. Furthermore, it still needs to be improved for auxiliary functions of the declaration enterprises internal system. Customs declarer needs to remember massive information on merchandise code, declaration requirement of merchandise criterion and code of harbor. Due to the difference of customs declarers’ skill, it always appears wrong information, which leads to negative impact on the customs clearance and negative evaluation on declaration enterprises and customs declarer. Meeting with the requirements of modern enterprises’"zero stock" rapid response and visibility of supply chain, we need to upgrade the software, which cannot meet the current development trend, for declaration enterprise to achieve the whole declaration process tracking. From that, declaration enterprise will improve the rapidity of custom clearance and gain more trust from customers.In this thesis, firstly, we will discuss the situation and issues of the current paper declaration process and identify the necessity of developing non-paper declaration system based on Web Services. Secondly, we will discuss the functions of the non-paper declaration system; analyze the main process of merchandize management in enterprise and declaration management in customs broker and custom. Thirdly, we will analyze the infrastructure of the non-paper declaration system, and design the system in the way of using modularization. We will put forward the particular design for core subsystem of enterprise merchandize management, customs broker management and custom declaration management. Especially, we will focus on integration and implementation between declaration data and enterprise ERP systems; declaration data and custom declaration system. Finally, we will analyze the system’s expansibility and investment benefit. Based on Web Services, non-paper declaration system adopt general data interface format. The service interface is completely opened for system to allocate, which can resolve problems of software in multi-platform and accessing beyond firewall. Therefore, applying Web Services into non-paper declaration will not only reduce customs declarer’s workload, but improve the switching information efficiency among enterprise, customer and custom’s system. That will make the process of declaration more accurately, accordingly, improve the custom clearance efficiency for the entire business chain.
