With the popularization of the Internet,people’s way of life has changed a lot,and urban distribution is gradually rising and developing.In recent years,China’s urban logistics market demand is increasing,with the increase of per capita disposable income year by year,people’s living standards are increasingly improved,the demand for fresh food is also increasing year by year,under this opportunity,urban fresh distribution is gradually rising.At the end of 2019,pneumonia of unknown cause was reported in Wuhan,Hubei Province.As 2020 began,COVID-19 began to spread across the country.On the one hand,the COVID-19 epidemic has accelerated the residents to form the habit of fresh home consumption,and the penetration rate of fresh e-commerce users has increased significantly.On the other hand,in the current epidemic prevention and control,ensuring the supply of daily necessities for residents has become one of the key work of prevention and control.In the case of road and community blockade,the optimization of distribution path from distribution center to each community has become the key link of timely and efficient fresh product supply.Therefore,this thesis firstly introduces the background and significance of the research,and then summarizes the relevant literature.Secondly,this thesis starts from the concept of fresh distribution,expounds its characteristics,from the perspective of normal and epidemic,analyzes the influencing factors in the distribution process;Then,this thesis adds the safety in the process of distribution into the locationrouting problem decision,considers product freshness and time window constraints,establishes the site-path planning model under normal situation and epidemic situation,and uses cluster analysis and improved genetic algorithm to explore the difference between the two decisions during epidemic situation and normal situation.Finally,the thesis takes Jiangning District,Nanjing City,Jiangsu Province as an example to collect the information of each community in Jiangning District,including location,fresh demand and other data,effectively process the data,and verify the effectiveness of the model by empirical analysis.The final results show that in today’s special situation,the community fresh distribution location-routing problem model considering safety is more suitable than the conventional model.Although the economic benefit of the model considering safety is lower than that without safety,its social benefit is incomparable to that of the model without safety.Therefore,during the epidemic,we should consider increasing the cost to ensure the safety and reliability of the distribution process.In addition,the vehicle load capacity and the time sensitivity coefficient of fresh produce will have an impact on the decision-making of the two models,which is embodied in the increase in the number of vehicles and the increase in the total cost.Moreover,these two factors have a greater impact on the location-routing problem of fresh produce distribution in communities considering safety during the epidemic.Therefore,during the epidemic,the quality of fresh food should be guaranteed on the premise of ensuring safety.
