With the improvement of China’s residents’ consumption level and the vigorous development of e-commerce,the demand for express delivery is increasing year by year,and the "last mile" distribution problem is becoming increasingly prominent,such as the lack of staff,express delivery damage,inattentive delivery services and so on.As a representative of unattended distribution,intelligent express cabinet comes into being to solve the "last mile" distribution problem.In recent years,with the outbreak of COVID-19,"contactless delivery" has become the new normal.The demand for intelligent express cabinet has exploded,and an increasing number of intelligent express cabinets have been invested in the market.The blind input of the express cabinet has caused high input cost and poor user experience of the express cabinet,which has kept the express cabinet industry under deficit.In this paper,a bi-level programming model is established to study the site selection of smart express cabinets,which is conducive to saving the cost of enterprises and improving the satisfaction of consumers,so as to further improve the rate of express delivery into the cabinet and improve the economic benefits and social benefits of the express cabinet industry.This paper first elaborates related theories of the "last mile" distribution and intelligent delivery cabinet,and sorts out its research status and problems.Then,in-depth study and summary are made on the site selection theory and the bi-level programming model,and the bi-level programming site selection model is established based on the cost analysis of intelligent express cabinet site selection and the analysis of influencing factors of consumer satisfaction.The upper model aims at the lowest total cost of the location of intelligent express cabinet,which includes fixed costs such as construction cost and other potential costs such as investment risk cost.The lower level model aims at maximizing consumer satisfaction,which includes satisfaction with the distance to the delivery cabinet and satisfaction with the interactive experience of the delivery cabinet.Through the comparison and analysis of common algorithms of bi-level programming,this paper chooses genetic algorithm to solve the model,and improves the algorithm by designing nested genetic algorithm.Finally,the effectiveness of the model and the feasibility of the algorithm are verified by designing an example which is solved by using Python programming.The research results can provide a certain reference for the site selection of intelligent express cabinet in the future.
