In the context of the modernization of the national governance system,how to achieve cooperative production of social services has become the focus of academic attention.In the past decade or so,China’s government’s purchase of social service systems has promoted the development of professional social work institutions.The cooperative production theory has important implications for promoting theoretical understanding of the effectiveness and difficulties of social work service projects.This study adopts a case study method,selects the L community social work service project in Wuhan City as the research object,and develops a "structure behavior" element analysis framework for cooperative production in the service project.This article finds that among the structural elements of cooperative production,the heterogeneity of action subjects is relatively low,and administrative dominance in the distribution of power.Among the behavioral elements of cooperative production,the cooperative motivations of relevant subjects tend to be egoistic,and the incentive mechanism is not sound.On this basis,this article believes that the cooperative production of this service project is driven by administrative power.The government is the provider of funds and resources for the service project,and the power structure of the project is dominant.Social work institutions passively respond to the administrative goals of the government,and the internal vitality of the service is insufficient.There are problems such as passive participation of service objects,insufficient cooperation among multiple entities,poor quality of service activities,and lack of sustainability of the project.On this basis,this article proposes several policy and practical suggestions to address the practical dilemma of administrative power driven cooperative production in this social work service project. |
