Social work institutions play an important intermediary role in the supply of social workers’ human resources in the purchase of social services by the government,and are also the initial platform for the professional development of social work.With the increasingly complex social environment at home and abroad,the problems people are facing are becoming increasingly comprehensive.As the backbone of social services,social work institutions are gradually being valued for their role in alleviating social conflicts and helping marginalized and disadvantaged groups solve problems.Local governments are trying to explore models for purchasing social work services.As a pioneer city in the development of social work,the Shenzhen government also attaches greater importance to purchasing social work services.The development of local social work institutions in Shenzhen benefits from the supportive policies of the Shenzhen government.It is precisely because social work institutions rely too heavily on government financial support,social work institutions also encounter many restrictive issues in the specific operation process.As more and more social work institutions are established in society,in order to compete for limited social service resources,coupled with the diverse and interactive structure in which social work institutions are located,social work institutions are gradually struggling to cope with various forms of work by regulatory agencies,resulting in negative impacts such as the generalization of private relationships under the banner of competition for funds,service speculation,and professional internal friction for frontline social workers.With a focus on the development of social work institutions,this article adopts the methods of field observation,participation in daily internships in social work institution management,and literature research.With the help of resource dependence theory and transaction cost theory,it analyzes the reasons for the current survival difficulties of social work institutions,and attempts to explore a new path for the development of social work institutions in Shenzhen based on the local experience of "de institutionalization" in China.
