Research On The Dual-track Path Of Social Organization Participation In Home Care Services

With the onslaught of the silver hair wave,deep aging is about to become a major social problem in China,and how to solve the problem of old age has become an important issue in the field of social welfare.Based on the dual advantages of community-based home care,which is in line with social reality and traditional elderly care ideology,and can adapt to the diversified needs of the elderly in China and cope with the "market failure" and "government failure" in the supply of social services for the elderly,community-based The community home care service has become an important strategic choice to alleviate the deep aging problem in China.It is of great social relevance to study the path of social organizations’ participation in community home care services.This paper adopts a case study approach,uses interview method to collect data,and combines the service chain theory with the case study of elderly care service in TB street.The current situation of social organization participation in community elderly home care service is analyzed using the service chain perspective,and the core components of the dual-track system and participation path of social organization participation are extracted,which finally forms the dual-track path of social organization participation.In the analysis,the article finds that different types of social organizations present obvious differences in the three stages of participation in the service chain of community aging in place.Based on this difference,the article classifies social organizations into "reciprocal social organizations" and "public welfare social organizations",and determines the "dual-track" research of social organization participation path analysis.The article categorizes social organizations as "reciprocal social organizations" and "public welfare social organizations" and identifies a "dual-track" approach to social organization participation path analysis.On the basis of the "dual-track system",the five elements of the dual-track path are summarized by combining the core elements of the service chain and the operation mode of social organizations: service content selection method,human resources operation method,facility and venue operation method,financial management method,and internal and external linkage mechanism of social organizations.Finally,the specific contents of the five elements are optimized by combining the shortcomings of the case,and finally the dual-track path of social organization participation in home care service is obtained.The participation path of reciprocal social organizations: the content of services provided by the organization is determined by the needs of the elderly,the operation is based on government purchase and public-private partnership,professional service personnel are employed,volunteer force is appropriately recruited,government purchase funds and income from the sale of services are used as the source of funds,and active participation in the linkage between social organizations and other subjects through the information platform to participate in senior care services.The participation path of public welfare social organizations:determine the service content based on the needs of the elderly combined with their own service capacity,operate with public welfare free supply,recruit social volunteers,use donations and government subsidies as the source of funds,and participate in senior care services through the linkage within the main social organizations through the information platform.
