A Study On Home-based Care In Community

With the aging of the population, pension issue becomes the hot topics in the world. As a new pension mode, home-based care attracts more and more attention. The government is promoting it actively. Over the years, many places set up the home-based care center and develop their own model. In recent years, the studies of the home-based care is becoming more and more, but mostly stay in the theoretical research. Empirical research are mainly in the economical developed area. The home-based care implements several years in Yanqiao subdistrict, and every community promote it. But in practice,what is the situation of the elderly, Services can meet the demand or not, what are the problems in the implementation of home-based care. Through field research, the paper studied home-based care model in Yanqiao subdistrict.The paper takes field studies as a main ways, combined with survey studies,and literature. By using the means of interview, observation, and questionnaire, the paper studied home-based care model in Yanqiao subdistrict.Based on questionnaire survey, the paper studied the situation of the elderly, and found that most of the aged are land-lost peasants, Many of them have no social security, only live on land-lost compensation, they are lack of economic security. Due to the demolition, the number of Elderly people living alone rises. The children can’t take good care the parents. More than two-thirds of the elderly in the community suffering from more than one chronic disease, they are badly in need of health care. Most elderly people in the community chess mahjong and watch TV as the main way of leisure, the spiritual life is very scarce. There are fewer children to visit them, the spiritual consolation are badly in need. The elderly know few about the home-based care, and not satisfied with the work for old people of government. The paper studies home-based care policy support, the service object, service content and service ways of the operating mechanism of home-based care. The current home-based care service can not meet demands of the elderly. There are various problems in service of home-based care:the shortage of land, old facilities, deficiency of men, management system is unfit, Low level of specialization, service object and service content is unfit, assessment mechanism is not sound, etc. Grass-roots organization for old service consciousness is not strong due to the community home-based care’s disadvantages, shortage of funds and the capital source of the simplifying assumptions led to the Lack of development, the lag of management system led to the lack of vitality, and the inconsistency of service demand and supply limit the development of home-based care. Finally, draw lessons from foreign advanced experience, this paper gives the opinion about home-based care:build up a sound management system of community home endowment, to expand service content and the service object, Four, construct professional service teams, improve the assessment mechanism of home-based care, market-oriented operation, attract professional institutions into the community.
