| In August 2021,the State Council issued the National Fitness Plan(2021-2025),which laid a solid foundation for achieving a higher level of national fitness development and better meeting the fitness and health needs of the people,and the policy has become the top-level design to guide the current development of national fitness.In the new cycle of the implementation of the national fitness program,it is of positive significance to quantitatively analyze the central and provincial national fitness program policy texts,dissect the selection and combination of policy tools of the two levels of government,rationalize the law of national fitness development,and explore the focus of policy attention to promote the harmonious development of the national fitness cause.Therefore,the quantitative analysis of the texts of China’s national fitness program is studied,and one policy text of the National Fitness Program(2021-2025)issued by the central government and 30 policy texts of the National Fitness Implementation Plan(2021-2025)issued by the provincial government are used for analysis,and the literature method,content analysis We used the literature method,content analysis method,mathematical statistics method,etc.to construct a two-dimensional analysis framework for quantitative analysis of the policy texts,drawing on the ideas of Rothwell & Zegveld’s policy tool classification.Conclusions:(1)the structure of policy instruments is unbalanced,and some policy instruments are missing;(2)provincial policy texts are "insufficient" and "excessive" to the central policy texts;(3)the frequency of regional policy instruments is consistent,but the cooperation is not strong.Suggestions:(1)balance the structure of policy tools and fill the gaps in policy tools;(2)give play to the leading role of central policy texts and enhance the flexibility of provincial policy texts;(3)adjust the distribution ratio and frequency of policy tools,and promote cross-regional,cross-sector and cross-industry collaboration of national fitness policies. |
